Abstract

Mitra Siaga Hospital has not had a facility of VIP inpatient. Number of patients who reject to be treated is 3-4 persons with unavailability of its facility as their reason. Aim of this research was to find out development of VIP inpatient ward at Mitra Siaga Hospital viewed from financial aspect as a basic for management in making a project decision. Scope of this research was financial aspect for development of VIP Inpatient Ward at Mitra Siaga Hospital in District of Tegal. This research was qualitative-descriptive study by doing field study, learning sketch and cost for development of VIP Inpatient Ward, interviewing the management to obtain description of the current operational cost, and collecting data of services and tariff pattern. Estimation of cost and services at VIP Inpatient Ward was conducted to calculate projection of income, expenditure, and credit balance. Simulation and analysis of financial aspect was done by using parameters of ARR, PBP, IRR, NPV, and PI with three alternative tarrifs namely 1) Rp 246.900, 2) Rp 260.000, and 3) Rp 275.000. The third alternative tarrifs is very feasible to be done with ARR = 33,27; PBP = 3 years 9 month; IRR = 21,98; NPV = 172.206.490; and PI = 1,11. Comparing study has been done to five hospitals in District/City of Tegal and survey to patients as respondents for obtaining information about willingness to pay and ability to pay. Most of the respondents are ready to pay the tariff. Investment project of VIP Inpatient Ward development at Mitra Siaga Hospital in Tegal District can be accepted or implemented using tariff of room accomodation in third alternative namely Rp 275.000 per day-treatment. The hospital management should apply management information system well, and optimize work performance of marketing team by conducting survey of patient’s satisfaction towards VIP inpatient services in order to obtain efficient and effective result from its project.
