Abstract

Neonatal Obstetrics Services of Basic Emergency could be influenced by individual characteristics namely age, education, length of work, knowledge, attitude, and organization namely training, leadership, supervision, team work, resources (means and fund), policy, and incentive. Most of Midwives did not implement the result of PONED training at their work place because of many factors. Aim of this research was to know general description of individual characteristics, attitude, and organization of midwife at Health Center after training of PONED to Neonatal Obstetrics Services of Basic Emergency in District of Brebes. This reaserch used a qualitative method through in-depth interview and Brainstorming discussion. Number of respondents was six Health Center Midwives. For crosscheck, interview was done to Head of Health Center, Doctor of Obstetrics-Gynecology, and Head of Health Section at Brebes District Health Office. The result of this research shows that knowledge about post-natal infection, pre-eclamsia/eclamsia, and baby resuscitation is good. Most of Informants’ knowledge about risk factors of shoulder distortion, and post partum hemorrhaging is low. All Informants’ knowledge about vacuum extraction is low. Most Informan’s attitude to a patient of post-natal infection, and baby resuscitation is correct. Most Informants’ attitude to a patient of pre-eclamsia/eclamsia, shoulder distortion, and post partum hemorrhaging is wrong. All informants attitude to a patient of vacuum extraction is wrong. Most of informants have been trained twice. Head of Health Center always gives advice, coordination, and always gives a chance to midwife for improving skill of PONED services. Decree about rightful authority in PONED service is not available. There is no special incentive for an officer. District Health Office of Brebes should choose midwife who has young age. Minimal education of midwife is DIII midwifery. It needs to make the future planning for choosing midwife who will be trained. Placing of trained midwife has to be at PONED Health Center. Midwife should practice directly to patient. Apprentice should be done at hospital, which has many cases like Slawi hospital. It need to do periodical supervision for conducting the PONED Program with involving a specialist doctor of midwifery and specialist doctor of childt. It needs to complete mean to conduct the PONED program. It needs fund to conduct the PONED training. It needs a decree from District Government as legality in doing PONED program at Health Center.
