Abstract

ABSTRACT Tugurejo coastal areas in Semarang City has unique physical characteristics, biological, social, economic and deserves to be preserved. Some main issue in managing Mangrove Forest Area of Tugurejo such as ecological and socio-economic issues as well as issues of institutional and legal instruments. Type of research is case studies using qualitative and descriptive methods that aim to provide an overview of the general conditions of Mangrove Forest Area of Tugurejo, public perception about mangrove forest ecosystem of Tugurejo, community participation in preserving mangrove forest ecosystems of Tugurejo, and related institutional systems to support the development of silvofishery. Formulation of silvofishery developing strategy using EFAS-IFAS SWOT Matrix. Developing silvofishery in Mangrove Forest Area of Tugurejo in Semarang City in accordance with the policies direction and master plan strategy that implemented in the National Medium-Term Development Plan (RPJMN) in 2010-2014 about the potential utilization of natural resources in an optimal and sustainable. Policy at the local level has been implemented in the Regional Spatial Plan (RTRW) of Semarang City in 2010-2020 about the mangrove forests developing strategy in the coastal area of Semarang City. Mangrove forest area of Tugurejo has the potential of natural resources in the form of landscapes, flora, fauna, extensive pond area, and socio-economic activities as supporting factor of development of silvofishery. The existence of enthusiasm, desires and expectations as well as the social concerns of local communities to Mangrove Forest Area of Tugurejo become supporting factor of silvofishery. The form of participatory institutional that supported by the law and policy based on the strong commitment of all stakeholder is absolutely necessary to support silvofishery.
