Abstract

ABSTRACT Marine conservation area in the world only covers less than half a percent of the world ocean that reaches seventy percent of the earth's surface, and only a third are well managed. Marine conservation management plan at local government is for the habitat and ecological processes and protection of resources values so that the fisheries, tourism, research, and education activity can be implemented in a sustainable manner. This study aimed to determine the effectiveness of KKLD Ujungnegoro - Roban Batang management. This research is descriptive qualitative with in-depth interview techniques to area managers, stakeholders and community in the conservation area with the help of scorecard. This scorecard was developed by the World Bank and WWF for evaluating marine protected areas which useful for the management of conservation area. Overall management of KKLD Ujungnegoro - Roban Batang achieved score of 111 points out of a total of 188 points, or about 59.04%. Assessment of the best criteria obtained from terms of planning but from achievement criteria obtained the lowest score. The lack of local government commitment to KKLD sustainability are because of the limited ability of the local government still a source of management problems. Community acceptance of the KKLD Ujungnegoro - Roban Batang existence are pretty good, whether they that have a background as fishermen as well as tourism activities supporter in KKLD Ujungnegoro - Roban Batang. The benefits of marine protected areas they feel through increasing of community income and welfare. Keywords: management, conservation, marine, coastal park
