ANALISIS PEMBERDAYAAN MASYARAKAT DESA HUTAN DALAM RANGKA PENGELOLAAN SUMBER DAYA HUTAN BERSAMA MASYARAKAT (Studi Kasus Implementasi SK Gubernur Jawa Tengah No. 24 Tahun 2001 di Desa Penyarang Kecamatan Sidareja Kabupaten Cilacap Wilayah KPH Banyumas Barat)

Abstract

The Case Study on Implementation of the Governor of Central Java’s Decree No. 24/2001 in Penyarang village, Sidareja, Cilacap is a qualitative study which is aimed to identify how far the real implementation of the decree is, particularly the level of society empowerment in managing forest resources together with the society. To obtain the accurate and responsibilities, i.e. Central Java Forestry Service, KPH of West Banyumas, Agency of Forestry Village Society (Lembaga Masyarakat Desa Hutan) in Penyarang Village, and the Chief of Penyarang Village, Sidareja, Cilacap. The success of the implementation will have a significant impact on the level of society empowerment. This in turn will influence the program objective that is forest security and society’s wealth. The program Managing Forest Resources Together with the society is designed as an empowering program for the society around the forest. As the society is empowered, it is expected that objective of the program will be reached. The measures of empowerment are : 1) They possess their jobs; 2) They are responsible; 3) They know their positions, and 4) They have control on their jobs. The research shows that : (1) The program has been run by the society but it has not brought them wealth; (2) The level of society empowerment can be shown by the decline of forestry crime, and (3) The society is optimistic that this program will bring them wealth in the future. In general, the society empowerment program in Penyarang Village has run but it has not been able to increase society’s wealth.
