Abstract
Migration is a human rights arranged in Act of Human Rights A Number of 39 Year 1999 stating that every Indonesian nation has rights to migrate, move, and live freely in the Republic of Indonesia territory so that no region officially has a rights to forbid a person in migrating in order to improve his/ her living grade. Migration rises due to pushing factors of the sub-urban area and pulling factors of the urban area. The best considered strategy to handle the migration is by reducing any inter-district gaps by mean of cooperation in order to maximal potency and existed policy/ regulation.
