The impact of urbanization as a result of global phenomenon has influenced physical expansion of a city which is indicated by the fast and uncontrolled development to the urban fringe area. Meanwhile, along with the growth, the increasing mobility and transportation problem become more obvious. During the last five days, Semarang City undergoes similar symptom that is the fast and uncontrolled development (3-5% per year) to its urban fringe area (Semarang in number, 2008), nevertheless Semarang’s population growth is only approximately 1.4% per year and congestion is indicated to happen in all networks connecting the urban fringe areas to the city center. The congestion is indicated by the high proportion of transportation mobility of using private vehicle to reach the city center (>50%). Mobility becomes a significant issue in transportation planning because the mobility inefficiency will not only create transportation problem but also contribute to air pollution degrading the city quality. To handle the high mobility, the government only conducts the supply by only regarding the supply without concerning settlement issue especially dwelling preference. As a matter of fact, settlement produces transportation mobility, while settlement development is city development. From the problem formulation above, the research questions are: 1) How does the transportation mobility within the fast and uncontrolled development in Semarang urban fringe area? 2) What is the relation of transportation mobility to dwelling preference in Semarang urban fringe area? 3) What theoretical contribution to give for transportation planning in Semarang urban fringe area? This research is to test or criticize any previous theories, instead, this research aims to build theoretical understanding to solve transportation problem in urban fringe area undergoing fast and uncontrolled development, as well as to enrich theoretical and practical knowledge on transportation and regional and urban planning. Based on the research objectives, the method used in this research is grounded theory deductive-quantitative with qualitative method using in-depth interview, that is the researcher comes to the field bringing obtained variables from the dialog of theories and inter knowledge. The first step of the research is by taking proportional random sampling on 6 sub-districts in Semarang urban fringe area and the second step is to determine research locus purposively in formal settlements as representative to thoroughly explain the phenomenon occurred in the field in order to construct the theory. By conducting 2 steps of research of which research locus in Semarang urban fringe area and sub locus on the formal settlement on Tembalang and Banyumanik Sub-district which settlement is differed by the social level and the closeness to public transport service, the theory of Transportation Mobility related to settlement in Semarang urban fringe area is successfully constructed. The theory includes 2 group of theories: 1) The relation of social level with the quality of settlement environment: the higher social and economic ability, the community will prefer a good quality of location to dwell (comfortable, save from flood and rob; close to public transport service), 2) The relation of social level to the sensitivity of transportation cost and the preference of transportation mode: the higher social and economic ability, the community will have less sensitivity to the transportation cost and less dependence to public transport. By constructing the theory of Transportation Mobility related to Dwelling Preference in Semarang Urban Fringe Area, it expected to answer the developing phenomenon, that is transportation problems in sprawl developed city. Recommendation and suggestion for developing countries, like Indonesia which is undergoing fast and uncontrolled development to its urban fringe area and transportation problem and in the condition facing social status sensitivity related to lifestyle, therefore, it is needed to have transportation planning, which concerns on social level (middle to low-middle), by determining public transportation networks in regard with demographic data. While the suggestion for further research is to do similar study in different location.
