Abstract
This study aims to analyze the progression of the School Operational Assistance Program for private junior high schools in Semarang. School Operational Assistance Program is a form of compensation for the reduction of the fuel oil subsidy from the government to raise the poor’s demand for educational service. School Operational Assistance Program is also a key to distribute the basic education evenly. Kesatrian 1 junior high school, Kesatrian 2 junior high school, PGRI 1 junior high school, and Empu Tantular junior high school are the sample in this study. Unlike the public school, the private school still give the mothly charge to the students, so it is assumed that the students who attend the private school are from rich households. Benefit Incidence Analysis (BIA) is a tool that shows the distribution of government subsidies among different income groups in the population, which is expected to explain the progression of the School Operational Assistance Program in private school. In this study, data are collected by survey method through the questionnaire that distributed to the sample. In addition, interview with the school parties are conducted to find out more about the use of School Operational Assistance Program funds. The results showed that the School Operational Assistance Program for private junior high school in Semarang is a progressive policy yet only benefit the poor less than 20%. The program can be said as a progressive policy due to the portion of the fund receipt to the rich is less than the portion to the poor.
