PT. Jasa Marga(Persero) Tbk as state- owned firm strives to build highways to avoid the traffic jams everyday. Highways are alternative rutes, so the people prefer them. The paying cost will givemore value in the eficiency of operational vehicle cost, time, comfort and better facility. The fare determination is basically influenced by operational vehicles cost and willingness to pay. From the research outcome, the amount of the operational cost in highways is cheaper than therefore it can be known how great the effectifity of the highways usage as a solution to overcome various obstacles in riding vehicles. Besides highways as a public service ie road transportation service, the traffic determination all this time is always attemted to meet the importance of all sides involved, that is the operator, user, and regulator. In particular for the importance of highways user relating to the willingness to pay highways fare until now is still measured in simple way, so that sometimes causes the distinction in properness of the fare amount from the side of the user importance. That’s way it is necessary to make a way or approach of willingness to pay (WTP) of highways fare, that is a fare that will and can be paid by the user
