Abstract
Tirta Mulya municipal waterworks of Pemalang regency is a local-owned corporation which aim to serve the society and gain profit oriented. Tirta Mulya municipal waterworks is going to enhance the service to its society by employing water source of Telaga Gedhe. The corporation will invite private sectors called Private Government Coorperation. The system offered called BOT (Built Operate Transfer). Therefore, it is necessary to do financial analysis because this will show the optimum of BOT period that can be established in order not to loss either parties. The financial analysis is divided into 16 scenarios in accordance with possible period of investment and incentive deserved by the local government to attract investors. These alternatives are conducted to give a glance description to the local government as the project owner and the investors as financier in this joint cooperation. The possible incentive given is deposit exempt of local income to the region as much as 20% income. Sensitivity analysis uses the estimation of increasing rate per year 5% of pessimistic statement, 10% of moderate statement, and 20% of optimistic statement. Based on the data and analysis processing above, the entire alternative scenarios prove that investment is feasible, except the fifth scenario of pessimistic statement. From the 18 alternative scenarios, the writer recommended the municipal waterworks of Pemalang Regency as the project owner to offer the cooperation system to the investor by pure BOT system during 10 investment period without any incentive awarding.
