Abstract

Jawa Tengah dengan ibu kota Semarang, terletak di pantai Utara Jawa dengan berpotensi terjadi banjir, terutama pada saat musim hujan. Hal tersebut juga terjadi di Bandara Ahmad Yani yang terletak di sebelah Utara kota Semarang dan berbatasan langsung dengan laut. Hujan deras yang terjadi pada 15 Juli 2009 di kota Semarang selama dua hari tanpa henti menyebabkan landasan Pacu Bandara Ahmad Yani Semarang tergenang air, sehingga mengakibatkan terganggunya jadual penerbangan dan untuk sementara waktu jadual penerbangan di alihkan kerute penerbangan Bandara Adi Sumarmo Solo. Landasan pacu Bandara Ahmad Yani Semarang tergenang kembali tanggal 28 Juni 2009 pada jam 12.30 yang diakibatkan karena air laut pasang/Rob sehingga menyebabkan back water melalui sungai Siangker. Pada Daerah Aliran Sungai (DAS) Sungai Silandak saat sekarang terjadi perubahan kondisi seperti : penggundulan hutan, perluasan kota, dan perubahan tata guna lahan. Contoh dari perubahan tata guna lahan dan tata ruang kota adalah dengan adanya pembangunan Kawasan Industri Candi serta lahan hutan karet yang berada di Ngaliyan beralih fungsi menjadi lahan perumahan. Untuk contoh adanya aktifitas manusia yang tidak memperdulikan lingkungan adalah penggalian padas di sekitar Daerah Aliran Sungai (DAS) Sungai Silandak. Akibat dari perubahan tata guna lahan sepanjang aliran sungai tersebut akan berdampak pada bagian hilir hingga sampai pada daerah Hulu, antara lain dapat menyebabkan kenaikan debit aliran dan sedimentasi pada sungai sehingga dapat menyebabkan pendangkalan dan mengakibatkan banjir sepanjang aliran sungai tersebut. Selain itu juga berdampak pada Bandara Ahmad Yani yang juga terkena genangan air di akibatkan tinggi muka elevasi air pada kolan retensi/penampungan adalah sama dengan muka elevasi air yang ada di Bandara Ahmad Yani. . Abstract Detail Design of Silandak River Estuary in Semarang City Semarang, the capital of Central Java, is located in northern coast of Java island which potentially exposed to flood, particularly during rainy season. The flood also occurs in Ahmad Yani airport which is located in the northern city of Semarang and directly bordered with the sea. Heavy rain that hit Semarang continuously for two days started on July 15, 2009 had caused the runway of Ahmad Yani Airport drowned by flooding water, leading to the disruption of flight schedules, and as a result, all flights heading to Ahmad Yani Airport were diverted to Adisumarmo Airport Solo. The runaway of Ahmad Yani Airport was flooded again on june 25, 2009 at 12.30 (Western Indonesian Time) as a result of high tide of sea (Rob) and triggered the back water through Siangker River. Currently there are some changes in the watershed of Siangkar River such as: deforestation, urban expansion, and excess land use. The exact sample of excess land use and urban spatial is the development of Candi industrial area plus the conversion of rubber tree forest in Ngaliyan to become human permanent settlement. One example of human devastating activities to the environment is the excavation of watershed at Silandak River. Impact of misusing the watershed at Silandak River will appear on both downstream and upstream, two major impacts of that condition are an increasing water flow volume and sedimentation which will lead river to be shallow. These conditions can bring flood even more often than before on river’s watershed. Ahmad Yani Airport also experienced the flood caused by the high level of retention pool which is equal to the elevation level of water in Ahmad Yani Airport.
