Abstract

Perubahan paradigma dan sistem pengadaan menjadi e-procurement mendorong seluruh stakeholder yang terkait untuk melakukan perubahan. Dari pengadaan barang/jasa secara manual menjadi sistem pengadaan berbasis internet. Baik panitia maupun penyedia barang/jasa tidak serta merta dapat menerima sistem baru yang diimplementasikan. Faktor manusia merupakan hal yang paling menentukan dalam sukses tidaknya penerapan program eprocurement. Kesiapan pengguna untuk menerima teknologi menjadi pengaruh besar dalam penentuan sukses atau tidaknya penerapan teknologi sebab penggunalah yang akan memberikan respon terhadap teknologi tersebut. Oleh sebab itu perlu dianalisis faktor-faktor apa saja yang mempengaruhi proses adopsi teknologi e-procurement Layanan Pengadaan Secara Elektronik (LPSE) oleh para pengguna dan calon pengguna sistem di Jawa Tengah, sehingga dapat dihasilkan penyelesaian dari permasalahan-permasalahan yang timbul atas penerapan sistem eprocurement tersebut. Model-model penerimaan dibangun untuk menganalisis faktor yang mempengaruhi diterimanya penggunaan teknologi (user acceptance), salah satunya adalah teori gabungan penerimaan dan penggunaan teknologi atau Unified Theory Of Acceptance and Use Of Technology (UTAUT) yang dikembangkan oleh Venkatesh pada tahun 2003. Teori ini menggambarkan faktor-faktor yang mempengaruhi user acceptance dalam menggunakan teknologi informasi. Fasilitas untuk sistem e-procurement yang kurang baik, kurangnya minat untuk menjadi panitia pengadaan, dan adanya preferensi untuk lebih menggunakan sistem pengadaan konfensional daripada sistem sistem e-procurement merupakan fenomena-fenomena yang terjadi dilapangan. Fenomena tersebut dapat dimodelkan dengan variabel-variabel konstruk pada UTAUT antara lain seperti : performance expectancy, facilitating conditions, age, genre, experience dan voluntariness. Pengujian hipotesis menggunakan Structural Equation Modelling (SEM) dengan bantuan software Partial Least Square (PLS). Model Unified Theory Of Acceptance and Use Of Technology (UTAUT) sesuai diterapkan untuk mengetahui tingkat penerimaan teknologi e-procurement oleh calon pengguna maupun pengguna sistem e-procurement di Provinsi Jawa Tengah. Minat menggunakan calon pengguna sistem e-procurement dipengaruhi oleh persepsi manfaat, ekspektasi usaha dan fasilitas. Sedangkan minat menggunakan pengguna sistem e-procurement dipengaruhi persepsi manfaat, ekspektasi usaha dan dukungan dari lingkungan mempengaruhi. Sedangkan perilaku penggunaan sistem yang direfleksikan dengan frekuensi dan durasi penggunaan sistem dipengaruhi oleh minat menggunakan dan kondisi fasilitas. ABSTRACT Paradigm shift and procurement systems into e-procurement to encourage all relevant stakeholders to make changes. From Conventional Procurement system into Internet-Based Procurement System. Both the committee and the provider of Conventional Procurement system are not directly able to receive the new system is implemented. Human factor is the most decisive in the success or failure of implementing e-procurement program. User readiness to accept the technology became a major influence in determining the success or failure because the user will provide a response to these technologies. Therefore it is necessary to analyze what factors are affecting the technology adoption process of e-procurement by the users and prospective users of the system in Central Java, so as to produce the settlement of problems arising from the implementation of e-procurement system. Acceptance models built to analyze the factors that influence the receipt of the use of technology (user acceptance), one of which is a combination of theory acceptance and use of technology or the Unified Theory Of Acceptance and Use Of Technology (UTAUT) developed by Venkatesh in 2003. This theory describes the factors that affect user acceptance of information technology. Bad facilities for e-procurement system, lack of interest for a procurement committee, and a preference for more use convantional procurement system than the e-procurement system is the phenomenons that occur in the field. These phenomenons can be modeled with the variables in UTAUT constructs such as: performance expectancy, facilitating conditions, age, genre, experience and voluntariness. Hypothesis testing using Structural Equation Modelling (SEM) with the help of software Partial Least Square (PLS). Unified Theory Model Of Acceptance and Use Of Technology (UTAUT) is applied to determine the appropriate level of technology acceptance of e-procurement by potential users and users of e-procurement system in Central Java Province. Interest in using the prospective users of e-procurement system is influenced by performance expectancy, effort expectancy and facilities. While, interest in using the user's e-procurement system influenced by the performance expectancy, effort expectancy and support of environmental influence. While the use of system behavior which is reflected by the frequency and duration of use of the system is influenced by the interest in use and condition of the facility.
