STUDI KELAYAKAN PENDIRIAN STASIUN PENGISIAN DAN PENGANGKUTAN BULK ELPIJI (SPPBE) DI KOTA SEMARANG

Abstract

ABSTRAK Sejak desember 2007, Pemerintah mulai melakukan program konversi minyak tanah ke gas elpiji di seluruh wilayah Indonesia secara bertahap. Program edukasi dan sosialisasi konversi (pengalihan) minyak tanah (mitan) ke LPG terus menerus digencarkan oleh pemerintah hingga selesai 2010. Kebutuhan gas elpiji di Kota Semarang dan sekitarnya meningkat seiring dengan adanya program konversi minyak tanah ke gas elpiji tersebut. Di Semarang sendiri, proses konversi ini telah berlangsung cukup efektif. Berdasarkan data dari Pertamina, konsumsi elpiji dari bulan Januari hingga Oktober 2009 sebesar 26,5 MT dengan permintaan paling besar yaitu terjadi pada bulan Oktober 2009 sebesar 4,1 MT. Permintaan terhadap LPG jika dilihat dari bulan ke bulan selalu meningkat, sementara kapasitas yang dimiliki oleh SPPBE di kota semarang sebesar 3,6 M sehingga belum mampu mencukupi kebutuhan sebesar itu. Dengan terbukanya peluang pasar yang relatif besar tersebut, maka peluang investasi untuk mendirikan sebuah SPPBE di Semarang masih sangat prospektif pada saat ini. Inilah peluang bisnis baru yang prospektif karena program konversi minyak tanah ke gas elpiji telah berjalan cukup efektif di beberapa daerah, termasuk di Kota Semarang.. Pengolahan data dan analisis studi kelayakan yang telah dilakukan terdiri dari aspek pasar, aspek teknis, aspek organisasi, aspek finansial dan aspek lingkungan. Untuk pengolahan data aspek finansial dilakukan dengan bantuan software Microoft Excel. Dari pengolahan data yang telah delakukan disimpulkan bahwa proyek layak untuk diteruskan. .
