Abstract
It is estimated that fifty percents (900,000) of Indonesian migrant-workers entering Malaysia in ilegal ways. Consequently, the 35,000 children of the illegal workers are not allowed attending elementary schools due to the regulation enforced by Malaysian government. Therefore, Indonesian government itself or in cooperation with Malaysian government need to assure the implementation of the rights to education for the children of the illegal workers.
