PENGUKURAN KINERJA RUMAH SAKIT UMUM DAERAH TUGUREJO SEMARANG DENGAN MALCOLM BALDRIGE NATIONAL QUALITY AWARD FOR HEALTH CARE

Abstract

Abstrak Tuntutan masyarakat terhadap kebutuhan akan pelayanan prima memicu rumah sakit bersaing menyediakan pelayanan yang terbaik. Rumah Sakit Umum Daerah (RSUD) Tugurejo Semarang harus berusaha lebih keras meningkatkan kinerja mulai dari sistem manajemen, pelayanan yang disesuaikan dengan harapan pasien, dan Sumber Daya Manusia (SDM). Maka dari itu, RSUD Tugurejo memerlukan kajian untuk mengukur, menilai dan mengevaluasi kinerja secara tepat untuk mengetahui sejauh mana tingkat keberhasilan manajemen. Salah satu pendekatan baru dalam sistem manajemen untuk mengevaluasi kinerja RS adalah The Malcolm Baldrige National Quality Award (MBNQA). Penelitian dimulai dengan indepth interview terhadap responden menggunakan pertanyaan-pertanyaan pada kriteria-kriteria dalam Malcolm Baldrige dilanjutkan dengan interpretasi hasil reduksi wawancara dengan membuat review dimensi berdasarkan 7 kriteria kunci MBNQA. Setelah itu, mencocokkan hasil review dimensi dengan nilai yang ada pada scoring guidelines. Hasil penilaian dengan menggunakan Kriteria Baldrige diperoleh nilai skor sebesar 276,75, yang masih termasuk dalam rentang skor 276-375. Setelah mengetahui nilai score maka penulis memberikan usulan perbaikan manajemen yang sesuai dengan kondisi rumah sakit dengan menggunakan acuan Malcolm Baldrige. Abstract The demands of society to the requirement for excellent service make hospitals compete to provide the best service. RSUD Tugurejo Semarang must try harder to improve performance from the management system, an appropriate services to patient expectations, and Human Resources (HR). Therefore, RSUD Tugurejo requires a deeply learning measurement to measure, assess and evaluate performance accurately to know the extent of management success. determine the success of the hospital in order to award a quality and sustainable services. One of the new approaches in management system to evaluate the work performance of hospital is Malcolm Baldrige National Quality Award (MBNQA). The research was begin with in-depth interview to respondents by using the questions on Malcolm Baldrige’s criteria followed by interpretation of interview reduction result by make dimension review based on 7 main criteria MBNQA. After that, matching the results of the dimensions review with existing values in the scoring guidelines. The result of assessment using the Baldrige Criteria was obtained score of 276,75, which is still included in the 276-375. After knowing the value score, so the writer gives an appropriate management proposal to improve hospital conditions by using the Malcolm Baldrige reference.
