Penerapan Health,Safety and Environment (HSE) Risk Management untuk Merancang Strategi Pencegahan Kecelakaan Kerja

Abstract

ABSTRAK Perkembangan industri saat ini ditandai dengan beralihnya peran manusia menjadi proses permesinan. Peralihan ini secara tidak lansung menyebabkan meningkatnya sumber-sumber bahaya yang dapat mengakibatkan terjadinya kecelakaan kerja. Berdasarkan UU RI no.1 tahun 1970 tertulis bahwa setiap pekerja berhak mendapat perlindungan atas keselamatannya dalam bekerja. Data DEPNAKERTRANS tahun 2009, Di Jawa Tengah terjadi sebanyak 872 kecelakaan kerja yang memakan korban jiwa 917 jiwa yang menunjukkan masih lemahnya perlindungan pekerja oleh perusahaan di Jawa Tengah. PT.Barali Citra Mandiri merupakan salah satu perusahaan manufaktur yang bergerak di bidang furnitur. Dari hasil kuesioner terhadap pekerja, didapat bahwa pekerja masih sering mengalami kecelakaan kerja seperti tertimpa kayu atau material kerja, tersandung material, terkena bagian mesin dan lain-lain. Sampai saat ini belum ada tindakan pencegahan yang dilakukan oleh perusahaan terkait kecelakaan di tempat kerja. Penelitian ini bertujuan untuk mengidentifikasi penyebab resiko kecelakaan dan mengusulkan tindakan yang tepat untuk mencegah terjadinya kecelakaan. Identifikasi kegiatan dilakukan menggunakan konsep HSE risk management. Identifikasi penelitian dilakukan di 8 stasiun proses utama produksi. Hasilnya, di lantai produksi terdapat sebanyak 42 kejadian resiko. Penyebab utama terjadinya resiko dikarenakan pelanggaran aturan K3, bersendagurau, poor house keeping dan metode kerja yang salah. Tindakan yang diusulkan dari penelitian ini ialah pembentukan aturan K3, pembuatan SOP serta strategi “good house keeping”. This transition indirectly lead to the increase of source of hazards that can result in accidents. Under RI Law No.1 of 1970, it is written that every worker is entitled to the protection of safety at work. DEPNAKERTRANS in 2009, showed that 872 accidents occurred in Central Java that claimed the lives of 917 workers. It shows how weak the protection of workers by firms in Central Java. PT.Barali Citra Mandiri is one of the companies engaging in manufacturing furniture. From the results of questionnaires for workers, it is indicated that workers were often suffer occupational accidents such as crushed wood / material’s work, tripping over the material, exposed parts of machines and others. There is no preventive action taken by the company related accidents in the workplace. This study aims to identify the cause of the risk of accidents and propose appropriate action to prevent accidents. This research is using the concept of HSE risk management. Identification conducted at 8 stations the main process of production. The result, on the production floor there are as many as 42 incidents of risk. The main cause of the risk due to violation of safety and health rules, horseplay, poor housekeeping and improper working position. The proposed actions from this research is by creating rule of HSE, a Safe Operating Procedure for Machining , and a "Good housekeeping" strategy.
