Abstract

Universitas Diponegoro Program Pascasarjana Program Magister Ilmu Kesehatan Masyarakat Konsentrasi Administrasi Rumah Sakit 2011 ABSTRAK Megawati Hartono Analisis Persepsi Stakeholder tentang Kesiapan dan Fleksibilitas Implementasi Kebijakan Pola Pengelolaan Keuangan Badan Layanan Umum Daerah di Rumah Sakit Umum Daerah Bendan Kota Pekalongan xii + 121 halaman + 23 tabel + 12 gambar RSUD Bendan Kota Pekalongan didirikan dua tahun yang lalu dan merupakan Rumah Sakit kelas C yang sudah menerapkan Pola Pengelolaan Keuangan Badan Layanan Umum Daerah ( PPK-BLUD ) secara penuh. Sebagai Rumah Sakit baru dalam implementasi PPK-BLUD masih terdapat hal-hal yang belum sesuai dengan Peraturan BLUD. Masalahnya adalah belum adanya persepsi yang sama diantara Stakeholder terhadap implementasi kebijakan PPK-BLUD di RSUD Bendan Kota Pekalongan. Tujuan penelitian ini adalah untuk mengetahui persepsi Stakeholder tentang implementasi kebijakan PPK-BLUD di RSUD Bendan Kota Pekalongan. Penelitian ini menggunakan jenis penelitian cross sectional dengan pendekatan kualitatif dengan metode wawancara mendalam terhadap subjek penelitian. Penelitian ini melibatkan Ketua DPRD, Sekretaris Daerah, Kepala Bappeda, Kepala Dinas Pengelolaan Pendapatan Keuangan dan Aset Daerah, Kepala Dinas Kesehatan, Direktur RSUD Bendan, Kabag TU, dan Kabid Pelayanan Medis RSUD Bendan, yang berperan sebagai responden penelitian. Hasil penelitian dianalisis dengan cara analisa isi. Hasil penelitian menunjukkan bahwa persepsi Stakeholder tentang pengetahuan dan pengalaman kurang baik, demikian pula tentang persepsi tentang fleksibilitas implementasi kurang baik dan tidak baik sehingga fleksibilitas pengadaaan barang/jasa, rekruitmen karyawan/karyawati, fleksibilitas budget, remunerasi dan pembentukan Dewan Pengawas belum sesuai dengan peraturan yang mendasarinya. Saran yang diusulkan adalah mengikuti sosialisasi atau pelatihan BLUD, kaji terap ke daerah yang mempunyai RSUD dengan BLUD yang sudah berhasil, memberikan dukungan pada pejabat pengelola agar implementasi BLUD sesuai dengan peraturan yang mendasarinya. As a new hospital, there were things that were still not in accordance to the BLUD regulation in implementing PPK-BLUD. The problem was lack of common perception among stakeholders on the implementation policy of PPK-BLUD at Bendan district general hospital of Pekalongan city. The objective of this study was to discover stakeholder perception on the implementation of PPK-BLUD at Bendan district general hospital Pekalongan city. This was a cross sectional study with qualitative approach and in-depth interview methods were applied to the study subjects. This study involved DPRD leader, district secretary, head of Bappeda, head of income and local asset management office, head of district health office, director of Bendan district general hospital, head of administrative and head of medical service of Bendan district general hospital. They were included as study respondents. Content analysis was applied for analyzing the study results. Results of the study showed that stakeholder perception on knowledge and experience were not good as well as perception on the implementation flexibility was unsatisfactory. This resulted in implementation of flexibility of supplying materials and service, recruitment of workers, budget flexibility, remuneration and development of supervisor board that had not been done according the regulation base. It was suggested that stakeholder attend the socialization or training of BLUD, to do pilot testing in the area with district general hospital that had successful BLUD, to give support to the managers to make BLUD implementation according to the basic regulation.
