Abstract

Universitas Diponegoro Program Pascasarjana Program Magister Ilmu Kesehatan Masyarakat Konsentrasi Administrasi Rumah sakit Semarang 2011 ABSTRAK Sri Mulyani Analisis Manajemen Mutu Pelayanan Bayi Risiko Tinggi di Bangsal Bayi Risiko Tinggi (BBRT) RSUD Dr. H. Soewondo Kendal 169 halaman, 14 tabel, 6 gambar, 12 lampiran Model proses manajemen mutu pelayanan bayi risiko tinggi di Bangsal Bayi Risiko Tinggi (BBRT) RSUD Dr.H.Soewondo Kendal belum berjalan baik terutama dalam perencanaan mutu, pengendalian mutu dan peningkatan mutu. Penelitian ini adalah untuk mengetahui manajemen mutu pelayanan bayi risiko tinggi yang meliputi model proses manajemen mutu, kepemimpinan mutu dan organisasi mutu. Jenis penelitian ini dilakukan secara kualitatif menggunakan metode wawancara mendalam dan observasi. Subyek sebanyak 9 orang terdiri atas; 4 orang sebagai informan utama, 5 orang sebagai informan triangulasi terdiri atas 3 orang petugas Rumah Sakit, 2 orang keluarga pasien. Hasil penelitian meliputi perencanaan mutu ; jumlah dan kompetensi petugas kurang, belum ada pedoman orientasi, SOP mutasi, remunerasi, pelayanan unggulan, pengadaan, pemeliharaan dan kaliberasi alat kurang dan kebijakan tidak jelas. Pengendalian mutu ; evaluasi kinerja tidak terstruktur, Peningkatan Mutu ; belum ada pedoman pelatihan, belum ada regulasi anggaran dana, dan sarana prasarana kurang. Kepemimpinan mutu ; gaya demokratis, kepemimpinan yang diharapkan memiliki kebijakan jelas. Organisasi mutu ; manajemen kepala ruang kurang, keterampilan petugas yunior kurang, perubahan yang mendukung peristi bisa diterima baik. Mutu pelayanan bayi risiko tinggi meliputi SDM yaitu kepala ruang dan petugas yang mempunyai kriteria khusus kurang, sarana prasarana kurang, kebijakan dan prosedur kurang.. Kesimpulan penelitian ini adalah model proses manajemen mutu belum berjalan baik, gaya kepemimpinan demokratis dengan kebijakan yang belum jelas, organisasi mutu belum berjalan baik, petugas dan kepala ruang belum memenuhi kriteria khusus. Saran penelitian ini adalah mengadakan rapat kerja menyusun rencana strategis dan kebijakan pemimpin yang jelas sebagai arah dan pedoman yang dituangkan dalam program kerja tahunan di RSUD Dr. H Soewondo Kendal. Soewondo District General Hospital, Kendal 169 pages + 14 tables + 6 figures + 12 enclosures A model of high risk newborn service quality management process in the high risk newborn room (BBRT) of Dr. H. Soewondo district general hospital Kendal had not run well especially in the quality planning, quality control and quality advancement. The objective of this study was to know the management of high risk newborn service quality that included model of quality management process, leadership quality and organizational quality. This was a qualitative research using in-depth and observation methods. Study subjects were 9 people that consisted of 4 main informants and 5 triangulation informants. Triangulation informants consisted of 3 informants from the hospital and 2 informants from the patient’s relatives. Result of the study showed that in the quality planning there were lack of workers and their competence, no orientation guideline, no standard operating procedure on workers mutation, remuneration or on priority service. Instruments supply, maintenance and calibration were insufficient. The policy was unclear. On the subject of quality control: there was no structured work performance evaluation. On the subject of quality advancement: there was no training guideline, no budget regulation, and lack of sufficient facilities. On the subject of leadership quality: it was expected to have democratic leader and have clear policy. On the subject of organizational quality: there was poor management of the room chief, poor ability of junior workers, changes that support high risk service could be accepted well. High risk newborn service quality was still poor. It included poor human resource that consisted of chief of the room and workers, poor facilities, poor policy and procedure. The conclusion of this study was: the model of quality management process did not run well, democratic style leadership had unclear policy, organizational quality did not run well, workers and room chief did not fulfill the specific criteria. Suggestions given to this study were to conduct workshop meeting to make understandable strategic plan and understandable leader’s policy that would be used as a direction and guidelines for the annual working program at Dr. H.
