Abstract

Poverty is a major problem in Indonesia's economy. Economic growth without income distribution will not be able to alleviate poverty. The government have been efforts to reduce the inequalities with the society through zakkah instruments, infak, sedekah, and wakaf, with legalize Act No. 38 of 1999 on Management of Zakkah. With a potential of up to Rp 217 Trillion in 2011, then there needs to be an evaluation of the management program ZISWAF funds that aim to alleviate poverty, particularly in Integrated Public Health Program Mobile (PROSMILING) Programs and Care Clinic PKPU Branch Semarang in January to February of 2011. The Research uses quantitative description analysis and cost-effectiveness analysis in looking at the level of effectiveness and efficiency of ZISWAF financial empowerment. Respondents who studied in the research reached 145 people as a population sample of 580 people recorded as participants PROSMILING and 46 samples from 184 people recorded as the participant population Clinical Care Programs PKPU Branch Semarang. Based on the analysis, the success of health Integrated PROSMILING respondents achieved was 70% with a total cost of Rp 1.738.750,00. Costs required to achieve the optimal level of effectiveness of Rp 17.215,35. While in Clinical Care Program, the success achieved in the form of health respondents is 100% with a total cost of Rp 2.100.000,00. Costs required to achieve the level of optimum effectiveness Rp 45.652,17. Thus, Integrated PROSMILING more effective and efficient than Care Clinic Program PKPU Branch Semarang in the empowerment fund ZISWAF in Semarang City in January to February 2011.
