Abstract

Beginning year 2003, based on the decree of Minister of Internal Affair Number 29 / 2002 that budget planning at governmental institution is compiled in RASK proposal, but in fact RASK proposal takes much heavy for the staff. There are mistakes in fulfillin format; delayed in completion, and not optimal realization of RASK from APBD. The performance of planning budget team can be influenced by knowledge, capability and skilled, training, work desain, work schedule, attitude and leadership aspects. The objective of this research was to optain description of performance of budget planning team of health program in making RASK proposal in health office of Brebes district. Using qualitative method and supported by quantitative method, used questioner for quantitative data collection, indepth interview, brainstorming to seven informans of planning budget team health office, and triangulation indepth interview to six informans namely Sekda (office secretary), Bappeda (local planning office), BPKD (local financial board management), komisi B DPRD (B committee of local house representative), head of health centre of Brebes and Cikakak. Result of research all informans are structural official, age average fourty eight years and eleven month, work experience average twenty five years ten month. Informan know, capable to making and complete RASK proposal, and they can not complete RASK proposal in time as steps schedule, propose activities RASK proposal tend too many, RASK proposal process tend to be heavy burdening work load, there is no funding RASK proposal making and for extra work. The realization budget from APBD is not optimal yet, and there is contraction of budget allocation from executive budget . Leadership head of health office he often give direction, feedback, supervition, and leadership of Sekda he often makes coordination, give feed back, but seldom to supervition.
