Analysis of Planning and Budgeting of Maternal and Child Health Program at Health Centers in Banjar City Year 2007

Abstract

The government of Banjar City since 1 March 2004 has already made free of charge policy at basic health services for inhabitant in Banjar City. The other side, Health Office must implement one of the Minimal Service Standars namely program of Maternal and Child Health. Planning and calculating of budget at Health Center in Banjar City must be done carefully in accordance with problems, objectives, and determined targets in order to obtain calculation of budget exactly. Aim of this research was to find out information about phenomenon of planning and budgeting for program of Maternal and Child Health at Health Centers in Banjar City that comprised process of situational analysis, process of determining objectives, process of identifying activities, and process of calculating budget. Besides that, it was to find out number of budget for program of Maternal and Child Health, which had been calculated by Health Center through Planning and Budgeting Integrated Health and number of budget, which had been calculated by Health Center through calculating the template of Obligatory Affair of Minimal Service Standard. This was qualitative-quantitative research. In-depth interview was conducted to nine informants who were Head of Health Center, Coordinator of Midwives, and Coordinator of Planning and Budgeting Integrated Health. Triangulation was conducted to Head of Health Office, Head of Family Health Section, and Head of Planner of Regional Finance and Budget and Followed by documentation study. Result of this research shows that most of the informants said that analysis of situation and determining problems are influenced by condition of health problem, work performance of program, behavioral factor, and environmental factor. In terms of determining objectives of Maternal and Child Health Program, there are two phenomena namely Health Centers determine their objectives, and Health Centers do not determine their objectives but follow the objectives and the target of Health Office. Process of determining objectives/targets of Maternal and Child Health at Health Center is influenced by objectives/targets of Maternal and Child Health at Health Center is influenced by objectives and target of Health Office, availability of Budget, coverage of means target, motivation of Health Workers, trend of work performance, culture, and environment. In terms of involvement of other sectors in identifying activities, it is divided into two groups namely planning is arranged by involving other programs, and planning is arranged by specific persons. Number budget that is calculated by template of Obligatory Affair of Minimal Service Standard is bigger than number of budget that is calculated by Planning and Budgeting Integrated Health.
