Abstract

ABSTRAK Pelaksanaan TQM tanpa menciptakan suatu budaya kualitas akan mengundang kegagalan. Organisasi dimana budaya yang berlaku berdasarkan pada praktek manajemen tradisional tidak akan berhasil dalam mengimplementasikan TQM. Pentingnya peningkatan kualitas juga dirasakan PT. Telekomunikasi Indonesia, UNER IV Jateng & DIY (PT.Telkom, Tbk) sebagai penyedia jasa layanan informasi dan telekomunikasi terbesar dan terlengkap di Indonesia. Walaupun beberapa karakteristik budaya kualitas sudah berjalan namun hal ini belum secara merata terbentuk dalam diri karyawan. Melalui hasil studi pendahuluan disimpulkan bahwa kesadaran karyawan merupakan hambatan terbesar dalam pelaksanaan TQM untuk mewujudkan budaya kualitas. Berdasarkan kajian literatur dan dari permasalahan yang dihadapi PT. Telkom, Tbk. maka ingin dilihat bagaimana pengaruh dari kesadaran karyawan terhadap pelaksanaan TQM serta bagaimana pengaruh pelaksanaan TQM terhadap budaya kualitas perusahaan. Analisis hubungan variabel kesadaran karyawan, pelaksanaan TQM dan budaya kualitas dilakukan dengan metode Structural Equation Modelling (SEM)-PLS. Hasil analisis menunjukkan bahwa kedua hipotesis diterima sehingga dapat disimpulkan bahwa kesadaran karyawan berpengaruh positif terhadap pelaksanaan TQM dan pelaksanaan TQM berpengaruh positif terhadap budaya kualitas. ABSTRACT Implementation of TQM without created the quality culture will invite the failure. Organizations where the prevailing culture based on traditional management practices will not succeed in implementing TQM. The importance of quality improvement is also felt PT. Telecommunication of Indonesia, UNER IV Jateng & DIY (PT.Telkom, Tbk.), as a largest and most comprehensive provider of information services and telecommunications in Indonesia. Although some characteristics of quality culture already running but this has not been uniformly established with the employee. Through the preliminary study results concluded that the awareness of employees is the biggest problems in the implementation of TQM to achieve quality culture. Based on literature review and the problems faced by PT. Telkom, Tbk. so that how the influence of employee awareness to the implementation of TQM and how to influence the implementation of TQM on corporate quality culture. Analysis the relationship of the employee awareness variables, the implementation of TQM variables and quality culture variables was conducted using Structural Equation Modelling (SEM)-PLS. The results show that both of the hypothesis was accepted so that it can be concluded that the positive effect on employees' awareness of TQM implementation and TQM implementation has positive influence on the culture of quality.
