Abstract

Agricultural counseling is the empowerment of farmers and their families’ also agribusiness citizens through non-formal education activities in the field of agriculture so that they can help themselves either in the economic, social and political so increase their incomes and welfare can be achieved (MoA, 2002). Counseling became the main factor that is essential to provide knowledge for farmers who have low education and limited experience, resources and capital as well as a party directly related to efforts to empower farmers. In agricultural counseling activities are the activities of communication and dissemination of innovations to the farmer members of farmer groups, involved many factors, one of the most important factor is the communicator, the person who delivered the message, in this case is the extension and the communicant as a recipient of a message in this case farmers. In order for communication succeed, not only determined by the ability to communicate. Because the counseling function is as explication of thoughts and feelings in the form of a message to make farmers become aware of or change the attitudes, opinions and behavior. This study aimed to describe the communication competencies of agricultural counseling workers in counseling activities of planting rice in the Garden District. The theory used is that basically Communication Competency refers to the ability to communicate effectively instructor communications will be effective, means of communication will change attitudes, if communicators have competence; (1) knowledge about what is informed, (2) communication skills, and (3) communication motivation advanced by communicators. If knowledge of these topics is complete, skilled communicators communicate, and he explains the motivation of communication, it will change the attitude of communicants. This type of research is a descriptive statistical study with a quantitative technique which is proportional Random Non-Probability Sampling. The method used is survey. This study uses positivistic paradigm. The tool to collect the data is in the form of questionnaires by using questionnaires to the respondents. Data analysis using descriptive statistics by grouping the responses in table form mono. Broadly speaking the results of this study stated that the Park District CPP counseling staff are competent in communication competence does. This can be seen from several indicators of research: (1) Knowledge of what is informed, (2) communication skills, and (3) Motivation of communication put forward by the communicator; (4) the ability of language, and (5) Non-Verbal Ability. However, it was found that the counseling in its activities only to use the media face to face, seldom use media appropriate counseling methods are OHP, live plants, leaflets, tabloids, radio, television and the internet and not continue implementation of counseling activities undertaken BPP officers.
