Abstract

Kualitas strategi merupakan strategi yang dibangun dengan perencanaan strategi, implementasi dan evaluasi strategi yang berkualitas. Namun basil stud! manunjukkan adanya basil yang kontroversi ( research gap ). Hal tersebut tercennin dalam variabel variabel perencanaan strategi, implementasi strategi dan evaluasi strategi. Selain research gap studi ini juga berangkat dari fenomena bisnis Bank Perkreditan Rakyat (BPR) di Provinsi Jawa Tengah. Tujuan studi ini adalah : 1).Membangun model teoritik kualitas strategi dan pengaruhnya terhadap kinerja organisasi. 2).. Mendeskripsikan fenomena kualitas strategi dan pengaruhnya terhadap kinerja organisasi di BPR di Provinsi Jawa Tengah.. 3).Menguji secara empirik pengaruh integrasi lintas komunikasi, kelengkapan kajian, komitmen, kapabilitas , konten strategi dan adaptabilitas terhadap terhadap kinerja organisasi. 4).Menguji secara empirik pengaruh komitmen, pola kerja cerdas, komunikasi, kolaborasi perilaku dan orientasi belajar terhadap kinerja organisasi .5). Menguji secara empirik pengaruh pengetahuan prosedur, pengalaman yang intensif , pengawasan proses dan pengawasan out put terhadap kinerja organisasi Responder studi ini adalah pimpinan Bank Perkreditan Rakyat (BPR) di Provinsi Jawa Tengah sebesar 120. Kemudian teknik analisis menggunakan Structural Equatiion Model (SEM) AMOS. Temuan studi ini menunjukkan bahwa implikasi manajerial upaya peningkatan kinerja organisasi melalui pengembangan kualitas strategi adalah sebagai berikut : 1) Aspek kualitas perencanaan strategi, kinerja organisasi dicapai dengan peningkatan kualitas konten strategi yang dibangun dengan kemampuan beradaptasi. 2). Aspek kualitas implementasi strategi, kinerja organisasi dicapai melalui peningkatan pola kerja cerdas yang dibangun dengan koordinasi. 3). Aspek kualitas evaluasi strategi, kinerja organisasi dicapai melalui peningkatan pengawasan out put yang dibangun oleh pengawasan proses. 4). Kontroversi (research gap) stud! sebelumnya dapat diakhiri dengan kontribusi variabel intervenig dalam model empirik, yakni konten strategi dan adaptabilitas pada kualitas perencanaan strategi. Kemudian pola kerja cerdas dan korrdinasi pada kualitas evaluasi strategi dan pengawasan proses dan pengawasan out put pada kualitas evaluasi strategi. Rekomendasi studi ini adalah perlunya peningkatan dalam pelaksanaan masing-masing variabel penelitian. Kata kunci : Perencanaan strategi, Implementasi Strategi , Evaluasi Strategi dan Kinerja Organisasi Strategy quality are built based on good planning, implementation and evaluation. However, some researches showed controversial findings concerning with the variables of planning, implementation and evaluation. This research was based not only on the existing research gap but also on the business phenomenon of small banking in Central Java Province The purpose of this study were (1). To Construct a theoretical model for strategy quality and their effects on organizational performance of all BPRs in Central Java Provience (2). To describe the phenomenon of strategy quality and their effects on organizational performance of all BPRs in Central Java Provience. (3). To empirically test the effects of cross-functional integration, commutation quality, comprehensiveness, commitment, capabilities, strategy content and adaptability on organizational performance. (4). To empirically test effects of commitment, smart working, communication quality, collaborating behavior and learning orientation on organizational performance. (5). To empirically test the effects of procedural knowledge , experience, process control, output control on organizational performance The respondents for this research were the 120 executives (from a total of 526 executives) of small banking in Central Java Province. The data were then analyzed using SEM (Structural Equation Model) of AMOS This research finding showed that managerial implication of the effort in improving organization working quality througt strategy quality development as follows : (1) The aspect of strategy planning, organization working quality can be reached through the improvement of strategy content qulity which is built with adaptation ability. 2).The aspect of strategy implementation quality, organization working qulity can be reahed through smart working pattern improvement which is built with coordination. 3). The aspect of strategy evaluation quality, organization working quality can be reached through the improvement of out put control which is built by controlling process. 4). Previous studi controversy (research gap) can be ended by contribution of intervening variable in the empirical model, that is strategy content and adaptability on strategy planning quality,. Then smart working pattern and coordination on strategy implementation quality and process controlling and out put controlling on strategy evaluation quality.
