Abstract

According to Nurkse, poverty leads to the vicious circle of poverty theory, to overcome poverty it is necessary to cut off the circle. One of the ways to cut off the circle according to the expert is giving capital loan. One of the activities done by PNPM Mandiri Perkotaan as a program to overcome poverty in the field of economy is to give capital loan for the poor who join KSM. This reseach focussed on periodic loan program PNPM Mandiri Perkotaan in the Kemijen village, East Semarang subdistrict from 2008 until 2010 observed from the point of view of KSM members upon the program and the difference of income, deposit, and investment of KSM members before and after the program. The analysis used in this research is descriptive analysis and quantitative one. Descriptive analisis is used to describe the constant patterns of data so that the result can be estimated shortly and meaningfully. Quantitative analysis in the research uses Wilcoxon Sign Rank Test. That is used as comparative tes because the data observed come from the same respondents and they have something to do wiht the difference of observation time (before and after the program carried out). Based on the results of descriptive analysis abot the point of view of KSM Members upon the periodical loan shows that they think that the term of the loan return is short (65,63%) and the ineterest is high (79,69%). 54,76% of them think that the loan is really helpful to add the capital, 52,38% respondent say that the loan hel the enterprise run smoothly, and 52,38% say that it can increase the income. That point of view shows that the periodical capital loan can help KSM members to develope their enterprises. The comparative test shows that the average income of KSM member per month after the program increase up to 18,41%, the deposits increases up to 53,91%, while the invesment increases up to 50,26%. It proves that when the periodical capital loan program is well-managed, it can cut off the vicious circle of poverty.
