Abstract

Government expenditure or regional spending is a form of invesment made by local government. It aims to stimulate the regional economy. The government expenditure is divided into 2 (two) forms, there are capital spending and operational spending. According to the researchs of Jamzani Sodik (2007), Siti Aisyah Tri Rahayu (2004), Mesghena Yasin (2002), and Shantayanan Devarajan, Vinaya Swaroop, and Heng-fu Zou (1996) showed the different correlation between capital spending and operational spending to the economic growth. This study is aimed to verify the behavior of capital spending and operational spending toward economic growth in 35 Regencies / Cities in Central Java Province during 2005 – 2008 period. The operational variables were economic growth (GR) as the dependent variable, and the ratio of capital spending to the PDRB (GIR) with the ratio of operational spending to the PDRB (GCR) as the independent variable, this research also employed Least Square Dummy Variable (LSDV) to enrich the recommendation of this study. The results showed that ratio of capital spending has probability value of 0,0108 which less than α 5%, also the coeficient of 7,2382, it means this variable has positively and significant correlation to the economic growth in 35 Regencies / Cities in Central Java Province. Likewise to the ratio of operational spending which it has probability value of 0,0128 less than α 5%, also the coeficient of 3,7010, it means this variable has positively and significant correlation to the economic growth in 35 Regencies / Cities in Central Java Province. In the same level of credibility in 95%, shown the effect of capital spending is more than the effect of operational spending, so as the policy implication that local government supposed to do is give more concern to the capital spending as the booster of economic growth.
