PERAN PENGEMBANG PERUMAHAN DALAM PENGELOLAAN RUANG TERBUKA HIJAU DI PERUMAHAN KEMANG PRATAMA KOTA BEKASI

Abstract

Sustainable development has been an issue in the world today. Major development in Bekasi City is oriented to housing development of which development is handed over to the market mechanism, so that, the housing development grows sporadically and gives less attention to environment. To realize the sustainable development, stakeholder’s role especially housing developer in managing the environment especially green open space, shall be a new idea to concern on a sustainable development in Bekasi City. To anticipate, the position of the developer to manage environment, especially green open space can be a new treasure to be examined, so it can be used to take into consideration of sustainable development in Bekasi City. The goals of this research are to investigate the key position of developer in environtmental management, especially green open space. The research area is Kemang Pratama in Bekasi City. The green open space management in Kemang Pratama can be a good sample as a research area because the green open space especially the public green open space in Kemang Pratama Bekasi which has a minimum limit approach of public green open space, that is 20%. This research uses descriptive method with qualitative approximation because in this reaserch aims to describe public green open space management in Kemang Pratama. The first step is analyze the green open space proportion, then the condition of green open space management in Kemang Pratama, and the key position of developer in managing green open space. After that, the management condition of green open space in Kemang Pratama is compared with the standard and/or theory and the best practice of the management green open space in domestic and overseas. Starting from the analysis outcome, it can be analyzed that the green open space in Kemang Pratama has already conducted based on the standard of green open space planning. Result shows that the existing public green open space areas are quite small, that is 17,5 Ha or 7,78% of total Kemang Pratama area and are distributed in all over clusters. This condition shows that the proportion of green open space at Kemang Pratama is not yet enough for public green open space. The public green open space management in Kemang Pratama housing is held by complex service division. Management of green open space in Kemang Pratama consists of planning, development, and maintenance. The planning and development of public green open space has been begun on the first construction, the maintenance consists of regular and non regular activities. Regular activities consist of watering, grass cutting, and lumbering, And the non regular activities consist of the planting at the surrounding Kemang Pratama’s public green open space area, in collaboration with the community at Kemang Pratama Bekasi, such as part of school, religious building, and PT.
