Abstract

Tuberculosis disease (TB) still becomes one of the public health problems in Central Java. Case Detection Rate (CDR) and Cure Rate (CR) as the indicators for achievement of TB intervention program until year 2006 were under the national target. One of the strategies to intervence TB was cooperation with cross-program and cross-sector. In fact, coordination among programs was low. This condition was due to a full agenda in TB intervention in which it was related to work burden of the staffs, process of planning, organizing, sharing a task and an authority, and implementers’ attitude of the program that have not appllied the System Thinking Pattern. Aim of this research was to find out readiness of human resources to accommodate the program of TB intervention. This research was conducted at Provincial Health Office of Central Java using in-depth interview method. Guideline of structured question was used to collect data from the implementers of other related programs at the Health Office. The result of this research shows that work burden among staffs is not equal; Head of Section does not provide more attention to share a task and a responsibility ; planning process is performed by the staffs based on proposal from either districts or cities; and schedule of activities is delayed. Readiness of the implementers at the lowest level (Head of Section and Impelmenters) in order to be more opened of the program, to keep a commitment, and to be responsibility for success of the program is still low.
