The development of technology and science today has brought people to a better civilization. Moreover with the birth of the computer, then the quality and effectiveness of work increases. This gave the inspiration to create an application from one computer program named Dhelpi seven, entitled "System Performance Measurement and Haemoglobin Levels in Blood Sugar Levels By Non-Invasive Using Borland Dhelpi seven.Purpose of making this application are Applying Borland Delphi 7 as program performance and results of sugar content in blood hemoglobin and the non-invasive and makes the patient medical record database system for testing blood sugar levels and hemoglobin in less than a minute. The result of these medical records can be printed as an archive or to be given to the patient concerned. Operation of this system is very easy to learn. The first step we do the serialization program delphi with the hardware (a device measuring blood sugar and hemoglobin in the noninvasive. After that do boudrate setup, and pair the sensors on the patient. The system viewer has 3(three) main display is the first form to function measure and display measurement results directly with just clicking the start button measuring blood sugar or hemoglobin. Form two en patients showing either complete name, address, age, birth date, patient id number, and information on the health status of the patient in question. In the third form is a form of data base of the form a (first). In this form will be shown all the medical records of measurement of blood sugar and hemoglobin levels of patients who have been saved.
