STRATEGI KEPALA DAERAH MEMBANGUN DUKUNGAN POLITIK DENGAN DPRD DALAM KONDISI PEMERINTAHAN TERBELAH (DIVIDED GOVERNMENT) DI KABUPATEN GROBOGAN

Abstract

ABSTRACT Local Government as a part of United State of Indonesian Republic is formed with the aim to make the way of administration, development, and social- economy matters to be more effective and growing. Local government are the chief of local government and the local assembly is like the two sides of a coin which is strengthen and equipped each other in a local government system. Direct Election for Head of Local Government can strengthen the degree of legitimacy but also have some negative impact, such as; the existence of the government system that is divided (divided government), where as the chosen Head of Local Government is from different political endorsement with the strongest political power in the legislative assembly. The situation above, in the divided government condition, perhaps, can cause the disturbance off the effectiveness of government system. To be able to enroll the vision, mission and the program, the local government should have some strategies, there are: 1) doing some political communication intensively by having coordination, building a network system, negotiating and doing consensus; 2) illuminating democratize leadership system; 3) working in an appropriate regulation, focusing on the sociological law or local wisdoms; 4) being in a neutral position, which is communicative to the political parties: 5) giving precedence to the people interest, and accommodating the political parties interests too, by doing development activities program and social economic purpose. ABSTAKSI Pemerintahan Daerah sebagai bagian dari Negara Kesatuan Republik Indonesia dibentuk dengan tujuan untuk lebih menumbuhkan, mengefektifkan jalannya Pemerintahan, pembangunan, demokratisasi dan perekonomian rakyat. Pemerintahaan Daerah adalah Kepala Daerah dan DPRD ibarat dua sisi mata uang yang saling menguatkan dan melengkapi dalam sistem Pemerintahan Daerah. Pemilihan Kepala Daerah secara langsung akan dapat memperkuat derajat legitimasi akan tetapi juga berdampak negatif antara lain; adanya pola sistem pemerintahan yang terbelah (divided government) yaitu Kepala Daerah terpilih berasal dari dukungan politik yang berbeda dengan kekuatan politik di lembaga legislatif yang memungkinkan akan terganggunya efektfitas pemerintahan, Dalam kondisi pemerintahan yang terbelah ”Dividid Government”. Kepala Daerah untuk dapat menjalankan visi, misi dan program kerjanya harus memiliki strategi antara lain :1) melakukan komunikasi politik yang intensif melalui koordinasi, membangun jaringan /network, bernegosiasi dan konsensus; 2) Menerapkan pola kepemimpinan yang demokratif; 3) bekerja sesuai peraturan dengan tetap memperhatikan sosiologis hukum atau kearifan lokal; 4) memposisikan diri secara netral yang komunikatif terhadap partai politik; 5) mendahulukan kepentinan masyarakat luas dengan tetap mengakomodasi kepentingan –kepentingan partai politik melalui program kegiatan pembangunan, dan sosial ekonomi kemasyarakatan,
