Abstract

Dr. H. Soewondo Public Hospital belongs to the local government of Kendal District. This hospital manages its own budget and calculation of health services tariff is based on the unit cost. Budget of income and expenditure of the hospital is managed from the hospital income based on the Local Government Regulation No. 24 Year 2001 about Retribution of Health Services and the Regent’s Decree of Kendal District No. 14 Year 2002 about Retribution of Health Services at Main Class A/B and Class I at Dr. H. Soewondo Public Hospital of Kendal District. Incentive for Nurses is regulated by Director’s Decree of the Hospital No. 900/0997/RSUD/2005 on October 18th, 2005. Howeever, there was a problem in the unbalanced of nurse’s incentive and services. This study was a descriptive research using qualitative method through in-depth interview, bench mark, and Focus Group Discussion (FGD) to describe the factors influenced to determination of nurse’ s services incentive. The result showed that there was an unbalanced incentive for nurses due to unfairness. Therefore, the diastribution of nurse’s services incentive at the RSUD Dr. H.
