PENGEMBANGAN SEKOLAH KEJURUAN BERBASIS POTENSI PENGEMBANGAN WILAYAH DI KABUPATEN BREBES

Abstract

ABSTRAKSI Potensi wilayah yang dimiliki suatu daerah merupakan modal dasar pelaksanaan pembangunan daerah pada era otonomi. Upaya dilakukan melalui kebijakan pengembangan potensi berupa penyediaan sarana dan prasarana pembangunan termasuk diantaranya penyediaan dan peningkatan sumber daya manusia (SDM), yang memiliki tingkat keahlian yang signifikan yaitu dengan penyediaan lulusan sekolah yang memiliki keahlian melalui sekolah kejuruan. Kondisi sekolah kejuruan saat ini masih kurang memedahi, baik kualitas, kuantitas maupun relevansinya. Tujuan dari penelitian ini adalah menganalisis tentang pengembangan sekolah kejuruan berbasis pengembangan potensi wilayah di Kabupaten Brebes. Potensi sumber daya alam cukup besar, memiliki jumlah penduduk yang cukup besar, jumlah penduduk tersebut merupakan potensi SDM. Seiring dengan kondisi tersebut pemerintah menerapkan kebijakan pengembangan potensi wilayah yang sinergis dengan peningkatan mutu SDM, sehingga masyarakat dapat terkonsentrasi pada aktivitas pengolahan potensi sumber daya alam yang ada. Dari dasar latar belekang tersebut maka rumusan masalahnya adalah ; Bagaimanakah tingkat potensi wilayah untuk pengembangan sekolah kejuruan di Kabupaten Brebes ? Untuk menjawab pertanyaan tersebut tujuan yang hendak dicapai dalam penelitian ini adalah menetapkan jenis dan lokasi wilayah yang memenuhi kelayakan bagi pengembangan sekolah kejuruan di Kabupaten Brebes. Sasaran yang hendak dicapai adalah ; Mengidentifikasi potensi, kondisi dan masalah kebutuhan masyarakat terhadap pendidikan kejuruan, kekuatan ekonomi wilayah dan kebutuhan angkatan kerja, menganalisis keseluruhan hasil identifikasi tersebut di atas sebagai dasar kelayakan penetapan lokasi dan jenis sekolah kejuruan yang akan dikembangkan. Analisis data, dengan metode yang digunakan adalah diskriptip analisis kualitatif, menggunakan prinsip komponen analisis, merupakan reduksi data primer pendidikan dan data sekunder pendidikan. Metode yang dipakai untuk analisis pengembangan potensi wilayah adalah dengan menggunakan analisis Location Quotient (LQ), pada analisis potensi pendidikan analisis yang digunakan adalah Principal Component Analysis (PCA) dengan alat Software Statistik Minitab. Nilai skor kedua potensi tersebut dilakukan urutan prioritas kebutuhan sekolah kejuruan, Hasil temuan diperoleh adalah nilai kebutuhan terendah yaitu merupakan prioritas dibangunnya sekolah kejuruan baru dengan program jurusan yang sesuai dengan pengembangan potensi wilayah. Hasil penelitian disimpulkan dan direkomedasikan untuk dipakai sebagai dasar penetapan kebijakan program pembangunan bidang pendidikan selanjutnya dalam upaya peningkatan SDM yang sesuai dengan program pengembangan potensi wilayah melelui sekolah kejuruan. Efforts made through policy development potential of the form providing facilities and infrastructure development including the provision and improvement of human resources (HR), which has a significant level of expertise, namely the provision of school graduates who have skills through vocational school. Now, conditional of vocational schools still inadequate, the quality, quantity and relevance. The goal of this research is to analyze the development of vocational school-based development potential in the region Brebes regency. The potential of natural resources is quite large, has a population of a large number of residents is a potential human resources. Along with the conditions the government implement the policy of the synergistic potential of the region to improve the quality of human resources, so that people can concentrate on the activities of potential natural resources that exist. From the basic background to the formulation of the problem is, how high potential areas for the development of vocational schools in Brebes regency? To answer the question that the goal be achieved in this research is to set the type and location of areas that meet the eligibility for the development of vocational schools in Brebes regency. Achieving aim is; Identifying potential, the conditions and needs of the community of vocational education, economic strength and the needs of the workforce, the full identification of the above as a basis for determining the feasibility of the location and types of vocational schools that will be developed. Analysis of the data, the method used is discriptive qualitative analysis, using principle component of analysis, data reduction is the primary education and secondary education. Method used for analysis of potential development area is to use the analysis Location Quotient (LQ), the analysis of the potential of education is the analysis used Principal Component Analysis (PCA) with the Minitab Statistical Software tools. Score the potential value of the second order was the priority needs of vocational schools, of the findings is the lowest value of the needs is a priority in building a new vocational school program with the department in accordance with the potential development area. Results concluded the research and recommendations to be used as a basis for the determination of the policy areas of education development program in an effort to further increase human resources in accordance with the development of potential areas through vocational school.
