PENGARUH DESENTRALISASI FISKAL TERHADAP PERTUMBUHAN EKONOMI DI PROVINSI BENGKULU

Abstract

ABSTRACT The role of fiscal decentralization in economic growth has become the attention of many countries, including Indonesia. Since 2001, the Indonesian government has effectively run fiscal decentralization policy as a broad strategy to accelerate regional development. This fiscal decentralization policy has also brought major changes in revenue and expenditure growth districts in the province of Bengkulu. This study aims to see the influence of fiscal decentralization on economic growth in the province of Bengkulu. The analysis focused on indicators of fiscal decentralization of expenditure, which is the ratio of total local government spending to total central government expenditure. And using a set of control variables consisting of the Initial Level Growth, Population Growth, Investment, and Human Capital. This study uses panel data and analytical tools of Least Square Dummy Variable (LSDV) or also known as the Fixed Effects Model (FEM). The study shows that there is a hump-shaped form (a hump-shaped relation) in the influence of fiscal decentralization in the province of Bengkulu. This means that when the degree of fiscal decentralization is not too high, then the fiscal decentralization policy will bring positive impact on economic growth, but the degree of decentralization is too high, fiscal decentralization policies will only hinder economic growth. However, the government with a low degree of decentralization such as Kaur and Lebong should increase the degree of fiscal decentralization because of being able to encourage economic growth. While areas with a high degree of decentralization as the Bengkulu and Bengkulu Utara should not improve the degree of fiscal decentralization, because it may hinder economic growth. Government with a high degree of fiscal decentralization should be focus to do more efficiency and effectiveness of government spending because it would provide better benefits for regional economic growth. Key Words ; Fiscal Decentralization, Economic Growth, a hump-shaped relation, Bengkulu Province v ABSTRAKSI Peran Desentralisasi fiskal dalam mendorong pertumbuhan ekonomi telah menjadi perhatian banyak Negara, termasuk Indonesia. Sejak 2001, secara efektif pemerintah Indonesia telah menjalankan kebijakan desentralisasi fiskal yang luas sebagai strategi untuk mempercepat pembangunan daerah. Kebijakan desentralisasi fiskal ini juga telah membawa perubahan besar dalam perkembangan penerimaan dan belanja daerah kabupaten/kota di provinsi Bengkulu. Studi ini bertujuan untuk melihat pengaruh desentralisasi fiskal terhadap pertumbuhan ekonomi di provinsi Bengkulu. Analisis desentralisasi fiskal difokuskan pada indikator pengeluaran, yang merupakan rasio total pengeluaran pemerintah daerah terhadap total pengeluaran pemerintah pusat, serta menggunakan satu set variabel kontrol yang terdiri dari Level Awal Pertumbuhan, Pertumbuhan Penduduk, Investasi, dan Human Capital. Studi ini menggunakan data panel dan alat analisis Least Square Dummy Variabel (LSDV) atau dikenal juga sebagai Fixed Effect Model (FEM). Hasil studi menunjukkan bahwa terdapat bentuk hump-shaped (a hump-shaped relation) dalam pengaruh desentralisasi fiskal di provinsi Bengkulu. Artinya pada saat derajat desentralisasi fiskal belum terlampau tinggi, maka kebijakan desentralisasi fiskal akan membawa pengaruh positif terhadap pertumbuhan ekonomi, namun pada derajat desentralisasi fiskal terlampau tinggi, kebijakan desentralisasi fiskal justru akan menghambat pertumbuhan ekonomi. Dengan demikian daerah dengan derajat desentralisasi rendah seperti Kabupaten Kaur dan Lebong perlu meningkatkan derajat desentralisasi fiskal karena peningkatan derajat desentralisasi fiskal akan mendorong pertumbuhan ekonomi. Sementara daerah dengan derajat desentralisasi tinggi seperti Kota Bengkulu dan Kabupaten Bengkulu Utara sebaiknya tidak melakukan kebijakan yang berorientasi pada usaha peningkatan derajat desentralisasi fiskal, karena dapat menghambat pertumbuhan ekonomi daerah. Pemerintah dengan derajat desentralisasi fiskal tinggi sebaiknya justru lebih berfokus untuk melakukan kebijakan efisiensi dan efektifitas pada anggaran pengeluaran pemerintah karena akan memberikan manfaat yang lebih baik bagi pertumbuhan ekonomi daerah.
