Abstract

ABSTRAK Padmi Suparti Analisis Kinerja Bidan Pegawai Negeri Sipil (PNS) di Desa dalam Penjaringan Balita Gizi Buruk di Kabupaten Kendal Tahun 2010 116 halaman + 35 tabel + 4 gambar + 3 lampiran Hasil penjaringan balita Bawah Garis Merah (BGM), dua bulan berat badan turun (2T) maupun gizi buruk oleh bidan PNS melalui operasi timbang di Kabupaten Kendal dalam dua tahun terakhir menunjukkan hasil yang lebih tinggi dibandingkan dengan penjaringan rutin melalui posyandu. Hal ini menunjukkan kinerja bidan yang rendah dalam penjaringan balita gizi buruk melalui posyandu. Tujuan penelitian ini adalah untuk menganalisis faktorfaktor yang mempengaruhi kinerja bidan PNS di desa dalam penjaringan balita gizi buruk di Kabupaten Kendal tahun 2010. Penelitian observasional ini menggunakan pendekatan cross-sectional. Jumlah responden adalah 69 bidan PNS di desa di Kabupaten Kendal tahun 2010. Data dianalisis secara kuantitatif dengan menggunakan uji statistik Rank Spearman dan Pearson Product Moment serta Regressi Linier Berganda. Hasil penelitian menunjukkan 60,9 % pengetahuan bidan di desa tentang gizi buruk masih kurang, 58 % mempunyai motivasi baik, 52,2 % mempunyai beban kerja berat, 55,1 % mempunyai persepsi terhadap kepemimpinan baik, 56,5 % mempunyai persepsi terhadap insentif baik serta 50,7 % mempunyai kinerja kurang. Secara bivariat, faktor-faktor yang berhubungan dengan kinerja adalah pengetahuan, motivasi, beban kerja, persepsi terhadap kepemimpinan dan persepsi terhadap insentif. Secara multivariat, faktor-faktor yang berpengaruh terhadap kinerja bidan desa dalam penjaringan balita gizi buruk adalah pengetahuan, motivasi, persepsi terhadap kepemimpinan dan persepsi terhadap insentif. Faktor yang paling berpengaruh adalah persepsi terhadap kepemimpinan. Disarankan agar Dinas Kesehatan Kabupaten Kendal meningkatkan pengetahuan melalui pelatihan, menyediakan tenaga gizi khusus untuk penjaringan balita gizi buruk, memperhatikan sarana prasarana penjaringan balita di posyandu, pengarahan secara rutin dari kepala puskesmas tentang penjaringan balita gizi buruk yang dilaksanakan sesuai prosedur, serta perlunya pemberian insentif non finansial. It shows a low working performance of midwives in conducting screening for under-five children with severe malnutrition through posyandu. The objective of this study is to analyze factors associated with the working performance of civil servant midwives in the village in performing screening for under-five children with severe malnutrition in Kendal district in the year of 2010. This observational study applied a cross-sectional approach. The numbers of respondents were 69 civil servant midwives in the village in Kendal district, 2010. Data was analyzed quantitatively and several statistical tests were performed: Rank Spearman, Pearson Product Moment and linear multivariate regression. Results of the study showed that 60.9% of the respondents had poor knowledge on severe malnutrition, 58% of respondents had good motivation, 52.2% of respondents had heavy work load, 55.1% of respondents had good perception on leadership, 56.5% of respondents had good perception on incentive and 50.7% of respondents had poor working performance. Factors associated with working performance were knowledge, motivation, workload, perception towards leadership and perception towards incentive. Result of the multivariate regression analysis showed that knowledge, motivation, perception towards leadership and perception toward incentive were the influencing factors of village midwives working performance in conducting under-five children severe malnutrition screening. The most influencing factor was the perception towards leadership. It is suggested that Kendal District Health Office increases the midwives knowledge by training, provides special nutrition workers to do under-five children severe malnutrition screening, monitors under-five children screening facilities in posyandu, conducts routine briefing by the head of puskesmas regarding how to perform severe malnutrition screening to underfive children according to the guideline, and the need to give non financial incentive. xviii Key words : Working performance, under-five children severe malnutrition, Civil servant midwives in the village Bibliography : 42 (1993-2009)
