Abstract

The increase of settlement development in Development Unit Area I (Wilayah Satuan Pengembangan I) Gorontalo District within land with limited abiliy has prompted this study. Limited land capability means that not overall utilization efforts can be supported optimally by the land. The inappropriate land utilization with its ability results in suboptimal land utilization and environment quality degradation. The land capability to support its utilization, including settlement, will depend on its basic physical factors on the land that are the environment of hydrology, geomorphology, geology, land, and atmosphere. This study aims to analyze the land capability based on land capability aspects needed for settlement activities as a direction for settlement development. To achieve that goal, land capability is reviewed from basic physical aspects and supported with determination of services centre hierarchy. The basic physical aspects in this study including slope, climate condition (rainfall), geology conditions as well as land, and rocks types. Meanwhile, the determination of services centre is based on the amount and availability of health, education, and economic facilities at sub-district. The land capability in the site based on the analysis can be grouped into four land capability classes, namely the possibility of land capability class (potential), constrain I, constrain II, and limitation of land capability class (preservation). The class of the possibility of land capability (potentiality) is very good to support settlement activities, whereas the classes of constrains I and II land capability are the areas having physical and environment constrains for settlement development. The limitation of land capability class (preservation) is the area that absolutely restricted for settlement activities. Settlement land utilization in the preservation area is located in sub-district area that has more education, economic, and health facilities than the other sub-districts. Based in this study,it is suggested that the settlement development in the site studied is directed to area having land ability (possibility) and gradually directed to the lower land capability (constrains I and II). Policy, in a form of incentive-disincentive mechanisme for each land capability class, is needed to direct settlement development based on land capability class.
