ANALISIS EFEKTIVITAS ORGANISASI DINAS PERIKANAN DAN KELAUTAN KABUPATEN BATANG

Abstract

The problem of this research is the lack of organizational effectiveness implementation in Fishery and Ocean Department, Batang. Initial identification is because of out reach of acceptance in local retribution from fishery and ocean sector which average 65,68% during the year 2001-2005. The low of organizational effectiveness implementation suppose to be influenced by factors : employee motivation, leadership, and employee discipline. The problem formulation is : (a) Whether there are relation between independent variable motivation and dependent variable effectiveness? (b) Whether there are relation between leadership and effectiveness? (c) Whether there are relation between discipline and organizational variable dependent effectiveness? and (d) Whether independent variable : motivation, leadership, and discipline are having relation and influence towards dependent variable effectiveness? The aim of this Research peculiarly to know the relation and influenced between independent variable and dependent variable, and also to examine how big its influence. While theoretically, this research use to enrich the study of organizational effectiveness, and practically to contribute to the Fishery an Ocean Department, Batang in organizational effectiveness implementation. The research device use the quantitative research method, in the relation test / single correlation between independent variable and dependent variable using the Test of Rank Kendall, while for the relation of double correlation using the Test of Konkordasi Kendalls. And the research result will describe in the form of qualitative as research conclusion. Hypothesis examination result of relation or influence between independent variable with the dependent variable show : pursuant to Test of Rank Kendall, (1) correlation coefficient independent variable motivation with the dependent variable organizational effectiveness is equal to 0,459** with the number probability 0,000 thereby that Hypothesis : Ho refused or Ha accepted, it’s mean that there are relation / correlation between independent variable motivation with the organizational effectiveness, with the significant level of equal to 52,9%; (2) correlation coefficient independent variable leadership with the organizational effectiveness is equal to 0,462** with the number probabilitas 0,000 thereby that Hypothesis : Ho refused or Ha accepted, it’s mean that there are relation / correlation between independent variable leadership and effectiveness, with significant level equal to 75,0%; (3) correlation coefficient independent variable discipline with the organizational effectiveness is equal to 0,531** with the number probability 0,000 thereby that Hypothesis : Ho refused or is Ha accepted, meaning that there are relation / correlation of between independent variable discipline with the independent variable organizational effectiveness, with the significant level 62,5%, while (4) pursuant to Compatibility Test of between independent variables : motivation, leadership, and discipline, towards organizational effectiveness by Konkordasi Kendall’S, is hence obtained coefficient of Konkordasi W equal to 0,990 at the score of Chi Square Count equal to 118.830 while Chi Tables of 3, hence that Hypothesis Ho : refused or Ha accepted, meaning there are compatible relation between independent variable : motivation, leadership, and discipline and the organizational effectiveness with the significant level equal to 95%. Thereby that theoretically and also empirically the three of independent variables namely : motivation, leadership, and discipline, representing determinant organizational effectiveness in Fishery and Ocean Department, Batang Municipal.
