Abstract

Adolescent Healthcare Service Program is health service model for adolescents at Public Health Centers. The coverage of this program in 2007 is still low (36.22%), even supported by the head of public health centers, already has work plan and standard of services. This means that implementation of the program has not been done properly. The objective ofthis research was to analyze the implementation of the Adolescent Healthcare Service program at Public Health Centers in Semarang. This study was a descriptive-explorative study, with a qualitative method. Data were collected by in-depth interviews to eight subjects who were the Head of the Public Healthcare Centers and eight subjects who were the program officers at the Public Healthcare Centers as the main informant. For triangulations purposes, in-depth interview was performed to five adolescents, 4 community members, and the Head of family Health Departement at Semarang City Health Office. Dissemination of information about Reproductive Health for Adoloscents was only conducted at schools. Adoloscents who visited the Public Healthcare Centers had not been served in accordance with the model of Adolescents Care Healthcare Services. Their access to the health centers was limited by school hours. The Public Healthcare Centers had not provided peer-group counselors. The budget provided to implement the program was not sufficient. Materials for disseminating information were not sufficient. Form of services, counseling guidance, educative learning tools, transportation, and services room were not available. The knowledge of the program officers on this program was still lacking. Most officers had youth friendly and positive attitude to achieve the goals. The workload of the officers was high. The monitoring activities just only implemented to check the report. The quality of the report was low. Inter-sectors coordination had not been utilized to obtain support for implrmrnting the program. There was no Standard Operating Procedure Sumber Utama : www.mikm.undip.ac.id
