Abstract

Semarang city at the latest decades, has an intense development of housing area. All the housing areas develop and rise towards outskirts of the city. This is a phenomenon which should be solved, for the reason that the tendency of population moving towards outskirts of city certainly will direct into the concentration of traffic current from the outskirts of the city towards the central of the city. The radial city highway network consequently will have more heavy loads. There is a fact for example which is simple to be researched that is the traffic load on Jalan Raya Mojopahit and Jalan Raya Kaligawe. In connection with the development and the rise of housing areas at Mranggen, Pucanggading, Pedurungan, Tlogosari, Genuk and other environs, the traffic will rise up, directly it loads on those two main roads which is risen by the development and the rise of those housing areas. If the development and the rise of housing areas and the traffic have not being balanced by the development of the length and the wide of the road or other facilities which is sufficient, in any other time it will make a problem of total traffic jam on the link of Jalan Raya Mojopahit and Jalan Raya Kaligawe. Therefore it needs to make all the highway networks at eastern section of Semarang being function as optimum. And the increasing of highway networks capacity which exist at eastern section of Semarang City will evenly spread the traffic loads which is risen by the housing areas and automatically will decrease the traffic loads on the arteri radial network that have been loaded. In order to make all capacities of the highway networks at eastern section of Semarang being optimum function, it is necessary that the reconstruction of Citarum bridge should be finished as soon as possible. In accordance with the target from the Department of Public Works, Directorate General Bina Marge, Pemb naan Jalan Kota (Binkot),'the Citarum bridge will be functioned in the year of 1995, and be followed by the reconstruction of Kartini bridge. If that two bridges are able already to be functioned, certainly will support the highway networks at eastern section of Semarang City to have optimum function, because it will increase the access for the current traffic from the housing area at the eastern section of Semarang City and the environs towards the central of the city and will decrease the traffic loads on Jalan Raya Majapahit and Jalan Raya Kaligawe which have their function as an Arteri road. jalan yang ada dikota Semarang bagian timur seoptimal mungkin. Dengan meningkatkan kapasitas jaringan jalan yang ada dikota Semarang bagian timur, akan meratakan beban lalu-lintas yang terbangkit dari daerah pemukiman dan sekaligus akan mengurangi beban lalu-lintas pada jaringan Jalan radial arteri yang telah sarat terbebani. Untuk dapat mengoptimalkan kapasitas jaringan jalan kota Semarang bagian timur, perlu segera penyelesaian pembangunan jembatan Citarum. Sesuai dengan target dari De¬partemen Pekerjaan Umum, Direktorat Jendral Bina Marga Pembi¬naan Jalan Kota ( Binkot ), Jembatan Citarum akan dapat di¬fungsikan pada tahun 1995, menyusul berikutnya adalah pemban¬gunan Jembatan Kartini. Bilamana kedua jembatan tsb sudah dapat difungsikan akan menunjang optimalisasi jaringan jalan dikota Semarang bagian timur, karena akan menambah akses bagi lalu-lintas dari kawasan pemukiman di Semarang bagian timur dan sekitarnya menuju ke pusat kota dan akan mengurangi beban lalu-lintas pada jalan Mojopahit dan jalan Kaligawe yang berfungsi sebagai jalan Arteri.
