Abstract

Ujungwatu is acoastal village located in the northern area of Keling District in the Jepara Regency. Almost one third (29,87 percent) of the population mainly earn their living in the fishing industry by catching fisand prawns. Fishing very small number of new-corner who employ a variety of professions by way of making aliving The fishermen society of Ujungwatu village can be divided into three group of social level : the wealthy upper class fishermen, the middle class fishermen, and the poor lower class fishermen. First, the walthy fishermen (ship owner) are those who own ships/boats and employs other fishermen as the ship crew without having to work off shore himself Second, the middle class fishermen are those who own ships/boats but still work off shore as the crew of his own ship/boat. Tree, the poor lower class fishermen (labours/workers/crew) are those who does not own, any vessel which leaves them constant employees. There are several reasons which basically make them persist in making a living in the fishing industry. First, the nature of income in the fishing indusry is a thy-today basis, exept on stormy days and or torrential hazzard days, the routine daily family expenses and needs can be fulfilled continually. Second, fishing does not bear high risk and un-certainity compared with other comparable busines on land such as transportation, commerce, industry and others. Third, the fishermen have limitations in the field of formal education where as most of them only graduated from elementary school, and they also have low level of skill in other fields of work which set their mind to no other way of living than fishing. The fishermen society of Ujungwatu village has quite a variety of work orientations. Most of them (67percent) state that they work to fulfill their physical and spiritual needs, this information comes mostly form the wealthy and middle class fishermen. Physical needs include housing, food, clothing, health and the need for other physical obyects,while the spiritual needs are more of a mental attitute such as the need to have an education, the need to socialize, and the necessity to have self pride. Meanwhile 25,6 percent on the information gathered from the interview state that they look upon their, work mainly as a financial source as a means to fulfill their household demand. The rest of the information gatherd (7,4 percent) is of the opinion that earning a living is an oblication for all human beings, thus all kinds of work are the dinamic activity of all mankind to achieve eternal happiness in heaven and on earth. Ujungwatu adalah sebuah desa pantai yang terletak di bagian paling utara wilayah kecamatan Keling, kabupaten Jepara. Hampir sepertiga (29,87 persen) penduduknya mendapatkan penghasilan pokok dari usaha laut, yaitu menangkap ikan dan udang. Melaut merupakan pekerjaan pokok secara turun-temurun, kecuali bagi sebagian kecil warga pendatang dengan latar belakang mata pencaharian asal yang sangat beragam. Masyarakat nelayan desa Ujungwatu dapat dibagi menjadi tiga kelompok. Pertama, kelompok nelayan kaya (juragan darat) adalah mereka yang memiliki perahu/kapal dan mempekerjakan nelayan lain sebagai pandega tanpa is sendiri hams ikut bekerja turun ke taut. Kedua, kelompok nelayan sedang (juragan taut) terdiri dari mereka yang mempunyai perahu/kapal tetapi is sendiri masih ikut bekerja melaut sebagai pimpinan awak kapal/perahu. Ketiga, kelompok nelayan miskin (nelayan buruh/jurag/pandega) yang sama sekali tidak memiliki perahu sehingga is selalu bekerja melaut pada juragan darat atau juragan taut. Ada beberapa alasan mendasar mengapa mereka tetap bertahan mencari nafkah di bidang usaha laut. Pertama, sifat pendapatan dari usaha laut dapat diperoleh setiap had, kecuali pada musim angin kencang dan atau hujan lebat, sehingga rutinitas kebutuhan dan pengeluaran keluarga perharinya relatif teratasi secara kontinyu. Kedua, pekerjaan sebagai nelayan tidak banyak mengandung resiko dan ketidakpastittn dibandingkan dengan usaha sejenis di darat seperti misalnya bidang angkutan, perdagangan, industri, dan pertanian. Ketiga, adanya.keterbatasan-keterbatasan yang melekat Pikla mereka sebagai nelayan seperti tingkat pendidikan formal rata-rata hanya tamatan SD, rendahnya tingkat ketrampilan di sektor usaha lainnya, sehingga mereka merasa tidak berkeinginan untuk mencari nafkah di luar usaha laut. Masyarakat nelayan desa Ujungwatu memiliki orientasi yang cukup beragam. Sebagaian besar (67 persen) informan terutama dari kalangan nelayan kaya dan sedang, menyatakan bahwa mereka bekerja hanya untuk mencukupi kebutuhan jasmani dan rohani. Kebutuhan jasmani meliputi perumahan, makanan dan minuman, pakaian, kesehatan dan kebutuhan akan benda-benda material lainnya. Sedangkan kebutuhan dasar rochani yang lebih bersifat kejiwaan seperti kebutuhan akan pendidikan, sosialisasi, dan harga diri. Sementara itu 25,6 persen dari informan yang diwawancarai memandang bahwa orientasi mereka bekerja hanya semata-mata untuk memperoleh uang sebagai sarana utama dalam pemenuhan segala kebutuhan rumah tangga. Informan selebihnya (7,4 persen) berpendapat bahwa bekerja mencari nafkah adalah suatu kewajiban bagi setiap manusia, sehingga semua jenis pekerjaan merupakan suatu gerak hidup manusia untuk menemukan kebahagiaan dunia dan akhirat
