Abstract
Subject of the research is why Simpang Lima public square of Semarang city is not well arranged; crowded up by sidewalk traders whereas Simpang Empat public square of Malang city is clean and free from the sidewalk traders' activity. Aims of the research are to view the differences between district regulation of Semarang city municipal and it is of Malang city. municipal in arranging the sidewalk traders in their city centers, and how is the implication toward Simpang Lima of Semarang city and Simpang Empat of Malang city. Types of research: comparison of policy contents of sidewalk traders arrangement in Semarang city, central java and in Malang city, east java. Population of Simpang Lima area of Semarang city, central Java and Simpang Empat of Malang city, east java. Analytical unit of the arrangement policy of the sidewalk traders of Simpang Lima Semarang and of Simpang Empat Malang. Analytical techniques: content analysis by comparing the content of the policies (district regulation) on arrangement of the sidewalk traders in both cities. The data collecting techniques: documentation, interview, and observation. Philosophically, there are differences in contents of Semarang and Malang city policies. In District Regulation a Number 11 Year 2000 and in Pronouncement Letter of Semarang city a Number 511/3/16 Year 2001, there is no chapter, verse that prohibits the sidewalk traders' activities around Simpang Lima public square, whereas in District Regulation of Malang city a Number 1 Year 2000 and the Pronouncement Letter of Malang City Major a Number 580 Year 2000 on arrangement of trading location of Sidewalk Traders clearly stated that the trading in Simpang Empat area is prohibited. Empirically, Simpang Lima Semarang area is strategic so that it attracts the sidewalk traders which some trade permanently that the number reaches of 400 traders. On Sundays morning the number of traders increases up to 1350 traders. So many activities are centered in Simpang Lima area; trading of clothes, household tools, breeding animals, topiary, toys, chart that it makes the area traffic jammed. Simpang Empat area on Jalan Merdeka of Malang city is also strategic but the sidewalk traders' activities are centered in malls and department stores. Even though there are some traders disobey the regulation by trading around Simpang Empat area but the number is limited approximately of eight persons and they are costermongers. They use wheel barrow in order to get rid of police easily. Simpang Empat area of Malang city is well arranged, clean, natural, and fresh so that there are a lot of visitors come to enjoy it. The condition is achieved due to regular operation held there. If the regulation broken then the traders' barrow will be taken to the police station and the traders will be given counsel. The success is achieved due to the good cooperation between personnel of city municipal and related boards, district municipal and local citizen figures. Permasalahan penelitian ini adalah mengapa alun-alun/lapangan di kota Simpang Lima Semarang tidak teratur, terkesan kumuh oleh kegiatan PKL, sedangkan di Simpang Empat Malang Pedagang bersih, dan bebas dari kegiatan Pedagang Kaki Lima (PKL). Tujuan penelitian ini menyoroti isi perbedaan kebijakan (Perda) Pemerintahan Kota Malang dan Semarang daiam mengatur dan menata Pedagang Kaki Lima di pusat perkotaan, serta bagaimana implikasinya terhadap kota Simpang Lima Semarang dan Simpang Empat Malang. Tipe penelitian adalah perbandingan isi kebijakan Perda Penataan Pedagang Kaki Lima di Kota Semarang Jawa Tengah dan Malang Jawa Timur. Populas kawasan Simpang Empat Malang Jatim, kawasan Simpang Lima Semarang Jateng. Unit analisis kebijakan pengelolaan Pedagang Kaki Lima Simpang Empat Malang, Pedagang Kaki Lima Simpang Lima Semarang. Teknik analisis countent analysis, membandingkan isi kebijakan (Perda) tentang penataan Pedagang Kaki Lima di dua kota tersebut. Teknik Pengumpulan data ialah dokumentasi, wawancara, observasi. Secara filosofis, memang ada perbedaan yang nyata antara isi kebijakan Pemerintah Kota Semarang dan Malang. Pada Perda Nomor 11 Tahun 2000 dan Surat Keputusan Walikota Semarang Nomor 511/3/16 Tahun 2001, tidak ada Pasal, ayat yang melarang adanya kegiatan PKL di Alun-alun (Simpang Lima), sedangkan pada Perda Kota Malang Nomor 1 Tahun 2000 dan Keputusan VValikota Malang Nornor 580 Tahun 2000, Tentang Penataan Lokasi Usaha Pedagang Kaki Lima dinayatakan dengan tegas adanya larangan berjualan di alun-alun (Kawasan Simpang Empat). Secara empirik letak Kawasan Simpang Lima Semarang, strategis maka sangat menarik PKL, sebagian berdagang permanen tiap hari mencapai sekitar 400 PKL. Namun pada hari Minggu pagi jumlah pedagang meningkat hingga mencapai sekitar 1.350 PKL. Aneka ragam kegiatan tumpah ruah di Kawasan Simpang Lima dari pakaian, peralatan rumah tangga, ternak, tanaman hias, hingga mainan anak-anak, kereta saldo, sehingga kawasan ini menjadi macet. Kawasan Simpang Empat di Jalan Merdeka Kota Malang juga strategis namun kegiatan PKL dilakukan di kompleks Pujasera dan Toserba. Meskipun terkadang ada beberapa PKL yang melanggar berjualan di dekat kawasan terlarang tersebut namun jumlahnya sangat sedikit sekitar 8 pedagang dan mereka menggunakan gerobak dorong dengan maksud mudah menghindar/ melarikan did manakala terjadi penertiban PKL. Kawasan Simpang Empat Kota Malang tertata rapi, terkesan bersih, asri, dan menyejukan bagi pengunjung pertokoan yang ingin bersantai di kawasan tersebut, kondisi ini dapat dicapai karena selalu diadakan operasi justisi secara berkala. Setiap terjadi pelanggaran maka lapak milik PKL diangkut ke kantor Timbun Kota Malang untuk disanksi dan diberikan penyuluhan kepada PKL yang melanggar aturan. Keberhasilan Kota Malang dalam mengatasi/ menanggulangi kawasan Simpang Empat Jalan Kemerdekaan, karena adanya partisipasi dari aparatur Pemerintah Kota dan instansi terkait, Kelurahan serta dukungan dari para tokoh masyarakat setempat.
