STUDI KUALITATIF PROSES PENYULUHAN PADA PROGRAM PEMBERANTASAN PENYAKIT KUSTA DIPUSKESMAS LEBAKSIU KABUPATEN TEGAL 2005

Abstract

Penyakit Kusta atau Lepra adalah suatu penyakit menular menahun yang menyerang terutama kulit dan susunan syaraf tepi. Angka eliminasi kusta di Indonesiatelah ditetapkan < 1:10.000 penduduk.Tegal secara keseluruhan belum memenuhi angka eliminasi kusta termasuk Puskesmas Lebaksiu. Angka pravalensi kusta di Puskesmas Lebaksiu pada tahu 2002 sebesar 6,06:10.000 penduduk. Kemudian ditahun 2003 mencapai 2,30:10.000 penduduk. Dan ditahun 2005 masih 2,28:10.000 penduduk.Dias Kesehatan Kabupaten Tegal melalui Puskesmas telah melakukan pendataan ,pengobatan serta penyuluhan ke berbagai lapisan masyarakat. Tujuan penelitian ini adalah mendiskripsikan proses penyuluhan kesehatan dalam program pemberantasan penyakit kusta di Puskesmas Lebaksiu Kabupaten Tegal. Jenis penelitian kualitatif ini menggunakan wawancara mendalam dan Focus Group Discussion (FGD)sebagai metode pengumpulan data primer.Subyek adalah petugas kesehatan,penderita dan keluarganya serta tokoh masyarakat yang pernah mendapatkan penyuluhan mengenai kusta. Hasil penelitian menunjukkan bahwa materi penyuluhan dibedakan menjadi 3 kelompok yaitu pada penderita,keluarganya dan masyarakat luas. Metode yang digunakan untuk tiap sasaran juga berbeda. Pada penderita dan keluarganya penyuluhan dilakukan dengan pendekatan perseorangan secara langsung. Sedangkan pada masyarakat luas dilakukan dengan pendekatan kelompok melalui metode ceramah dan tanya jawab. Faktor predisposisi pelaksanan penyuluhan yang berperan bagi petugas adalah lama dinas dan lama bekerja serta-pelatihan yang mendukung bagi petugas. Faktor enabling pelaksanaan penyuluhan adalah adanya kerjasama lintas program dan sektor yang baik serta pembuatan sarana berupa leaflet yang lebih menarik. Dan faktor Reinforcingpelaksanaan penyuluhan adalah sikap positif dari penderita dalam menjalani pengobatan serta dukungan keluarga dan tokoh masyarakat. Disarankan untuk petugas kesehatan agarmemberikan penyuluhan secara lengkap sesuai setandar pedoman penyuluhan. selain itu perlu diadakan pelatihan khusus mengenai teknik dan metode penyuluhan. Elimination leprosy point in Indonesia have been declare under 1:10.000 people on 2005. Generally,Tegal have not reach leprosy elimination point,this include puskesmas of Lebaksiu.The prevalence of leprosy in puskesmas of Lebaksiu in the year 0f 2002 is 6,06/10.000 resident and reach 2,30/10.000 resident in year of 2003. in the year of 2005 is 2,28/10.000 resident.Health department of Tegal have done case-recording,therapy and counseling to various group of community.The purpose of this research is to describe the counseling process of leprosy eradication program in puskesmas of Lebaksiu. This qualitativeresearch use in-depth interview and Focus Group Discussion (FGD) as method for collecting primary data. The subject of this research is the health officer,patient and his family and community. The result of this research show that the items of the counseling are diveded for 3 groups that is patient, his family and community. The method used for each groups are different. The counseling approach used for the patient and his family is personal and direct approach. While the counseling approach used for community is group discusion .The predisposing factors for the health officer are time of duty,work time and training what have been followed by the health officer.The enabling factors of the counseling process are good cooperation a cross program and sector and also counseling instrument such as leaflet which contain interesting pictures.The reinforcing factors of the counseling process are the positive attitude of the patient during therapy and family or public figure support. It is recommended for the health officer to give complete leprosy counseling for the patient according to the standart guide for leprosy counseling process.Training about kinds of health counseling method and techniques for the health officer is also needed.
