Abstract

Sistem rekruitmen polisi di Indonesia melalui 3 jahir, yaitu Sekotah Polisi Negara (SPN) yang mensyaratkan pendidikan terendah SMU atau sederajat dan lulusannya menjadi ujung tombak tugas polisi di masyarakat. 2. Akademi Kepolisian (AKPOL) yang mensyaratkan pendidikan terendan SMU, atau lulusan SPN yang berprestasi tetapi output atau lulusannya adalah polisi elite. 3. Sumber Sarjana yang mensyaratkan para sarjana multi disiplin. Pendidikan di SPN mencetak polith yang harus siap pakai di masyarakat dengan segala permasalahannya, hal Mi menjadikan polisi harus professional artinya menjalankan pekerjaan sesuai dengan kode etik kepolisian. Seperti diketahui profesionalisme polisi mensyaratkan pendidikan sebagai faktor utama, yang mana dimulai dad pendidikan dasar (SPN) sampai jenjang tertinggi yaitu PT1K (Perguruan Tinggi Ilmu Kepolisian ). Tugas polisi yang baik dan professional bisa dicapai melalui 2 macam kurikulum yaitu: Kurikulum teoritis dan Kurikulum praktis. Kurikulum teoritis adalah kurikulum yang mencakup pengenalan dan pembelajaran tugas dan fungsi polisi baik sebagai pelayan, pengayom masyarakat maupun sebagai penegak hukum. Sedangkan kurikulum praktis adalah kurikulum yang merupakan pendidikan latihan kemahiran polisi dan praktek pelaksanaan tugas polisi di masyarakat. Penelitian ini dilakukan di SPN Purwokerto dengan menggunakan data primer dan data sekunder. Sumber data primer diambil dad penjelasan kepala SPN dan jajarannya di SPN Purwokerto. Data sekunder diambil melalui studi literatur, dokumen hukum, hasil penelitian, maupun dokumen lainnya. Teknik pengumpulan yaitu dengan studi kepustakaan, pengamatan dan wawancara. Sekolah Polisi Negara Purwokerto mendidik polisi bintara untuk willayah Jawa Tengah. Selama ini pola pendidikan yang diterapkan adalah 6 bulan proses belajar dan setelah itu langsung bertugas di masyarakat baik sebagai penjaga ketertiban masyarakat maupun ujung tombak penegakan hukum serta tantangan terbesar sam ini yaitu bukan sebagai alat penguasa. Salah satu perubatan mendasar yang ditemukan yaitu sejak tahun 2002 pola pendidikan berubah menjadi 11 bulan dengan pembagian yaitu 5 bulan pendidikan melalui proses belajar mengajar di SPN, 5 bulan magang di Pokes dan Potwit serta I bulan merupakan pembulatan pendidikan. Perubahan pola ini diharapkan bisa merubah ketuaran SPN menjadi siap pakai dan pada akhimya dapat menjalankan tugas pekerjaan di masyarakat dengan baik (professional). Pada saat penelitian dilakukan para siswa sedang menjalani proses helajar mengajar (PBM) yaitu 900 siswa dan sebagian lagi t 742 siswa) sedang menjalani proses magang di Pokes dan Potwil tmtuk pertama kali. Hal ini menjadikan belum utuhnya analisis yang dilakukan karena proses magang sedang terjadi clan belum selesai. Selain pola 5 :5:1 basil penelitian juga menunjukkan Kepolisian Republik Indonesia melalui SPN telah melakukan berbagai upaya dan penyempurnaan yaitu perubahan kurikulum, perubahan metode pembelajaran, perbaikan sarana dan prasarana, penambahan alat instruksi, pelatihan tenaga pendidik. Sebagai upaya menyiapkan polisi agar professional dan mandiri dalam menjalankan tugas pekerjaarmya M masyarakat. The Indonesian Police has three ways in its recruitment system, they are: I. The Governmental Police School (SPN) which requires at least Senior High School graduate or whom from the same degree. Its gradt,ate would become the spear's top point of the police's duty in the society. 2. Police Academy (AKPOL) which requires at least Senior High School graduate or the well achieved graduate of SPN. Its graduate would become the elite police. 3. The scholar source, which requires the scholars from any kind of discipline. The education in SPN casts the policemen to be ready to enter the society life with its entire problem, so the policemón are forced to be professional and it means that they have to do their Job according to the polices code of ethics. This police's professionalism requires education as the main factor, start from the basic to the highest level that is PTIK (The College Of Police's Science). The duty of good professional policemen could be achieved through two types of curriculum; they are theoretics! and practical curriculum. The theoretical curriculum is a curriculum, which contains of the introduction and the study of the duty and function of a good policeman as an attendant and as a protector of the society and also as the one who upholds the law. The pradtical curriculum is a curriculum, which contains of the teaming and training of how to perform the police's duty in the society. The Purwokerto Governmental Police School trains the policemen in the lowest grade (bintara) for the Central Java area. The educational pattern which is stilt used until now is a six-month process of study and after that the policemen are sent to be in duty in the society as the one who upholds the public orders and as the spear's top point of the law enforcement but not as the instrument of the authorities. The only basic change found since the Year of 2002 is that the educational panem from the six-month is changed to be eleven-month which is includes live month study through the process study in SPN, five-month apprentice at the police administrative unit at the county level (pokes) and at the local police, and one last month as the rounding off of the whole study. This change is expected to change the SPN graduate to be policemen who are always ready to be in duty and at the end they could perform the duty in the society professionally. The first research is held on the 900 students who are still in the teachMg and learning process (PUB) and on 742 students who are still in the apprentice process at the police administrative unit at the county level (polres) and at the local police. This uncompleted training or apprentice process causes the uncompleted analysis too. Furthermore, the result of the research shows the Indonesian Police, through education (SPN), has done a various attempts and i mprovernel It such as the change of the curriculum and the basic educational system from six-month pattern to 5:5:1 pattern; the addition and reparation of the medium and infrastructure; the teacher's training and also the addition of the instructional tools a.c the attempts to prepare the professional and the autonomous policemen in performing their duty in the society.
