Abstract

One characteristic of democracy is the existence of free general election. The general election in the local government context also includes free direct election of Head Local Government, such as Governors, Mayors or Head of regency. This direct election will also provide more political benefits, such as consistent mechanism of Government leadership selection both in national & local politics life of democratic politics and accountability people’s political education, maturity of political parties, development of check and balances mechanism and the increase of awareness of people sovereignty. The implementation of decentralization (otonomi daerah) is clearly an effort to encourage Indonesian political emancipation. The Government throught UU No. 32 Tahun 2004 (Act No. 32 of 2004), guarantee and support the democratis process. It manifested by head local government direct election or called with Pilkada, however the passing of act that guarantee and support the democratic process of local election does not automaticlly support the implementation democration process. The fall of Soeharto’s authoritarianism regime results is the rise of local decentralization. Local decentralizations requires public participation in every decisions process including direct local government head election. This direct election can beused to rise political education and increase political maturation. By doing so, it will get capable, acceptable, and accountable leaders of local government. This entry is portraying the shift of local governance’s paradigm under of uprising of good governance spirit. After the fall of Soeharto’s New Order regime, the government officials could not deny the important of shifting their elitist paradigm into a more appropriate one, that can protect and preserve their interests. Local direct election will give wider space and more opportunities for people’s direct political participation in fact, unfortunately, mainstream political parties have better preparation to make the use the space than democratic movements have. This thesis note that current local election have led to preservation of power oligarchy and big parties domination. Keywords : Vote behaviour, political parties, election system.
