Abstract

ABSTRACT Policy network in policy formulation of overcoming floods and rob in Semarang city is a subsystem is formed by actors interaction of Team Subsistem, LSM, mass media, Kedungsepur, Bappeda and DPU Semarang city and also on Duty Kimtaru Province Central Java. The actors have advocation coalition to form Pluralistic network in Team Subsistem and bureaucratic network in the others. Belief Core of each coalition advocation cause the strength of conflict between coalition advocation. Triggered by LSM Care Floods And Environment of Semarang City and mass media, conflict between coalition advocation push forming of elite opinion and present Bappeda of Semarang city as a mediator actor compiled drainage masterplan result of merger of coalition advocation which is have conflict, and draw up the drainage masterplan to become by law. Vertical Policy network which yielded by coalition advocation conflict, causing the refraction of target, so the target of policy of overcoming floods and rob in Semarang city classification into refraction target of stricture area, enlargement area and free area. Proposed by usage of circle policy network for the reaching of policy target and interest public.
