Community Participation on Restocking Program for Fisheries Resource Management at Rawa Pening

Abstract

Rawa Pening is the only lake at Semarang Regency. Multisectoral usage in Rawa Pening has accelerated degradation. In fisheries sector, Semarang Regency has effort to sustain its resource by making Regional Regulatory (Perda) No.25 in year 2001 about Fisheries Resource Management at Rawa Pening. Restocking is one of the program on it, but the effort was not appropriate yet to achieve its’ expectation. Community involvement in restocking program should be the key factor for sustainable fisheries resource management. The research purpose is to know community participation level in restocking program and to identify management function, that is Planning, Organizing, Actuating, and Controlling. Descriptive method was used case study in this research, whereas respondent were determined using purposive sampling. Survey and observation in the field were used to get data by distributing questionnaires, and interviewing respondents. Base on the research totality of respondent is male, its employment are fisherman 86,9%, with education has not finish elementary school 27,7%, whereas elementary school and junior high school graduation are 25,4%. In stage of management the restocking program including planning, organizing, actuating, and controlling, their participation it less. Among 130 respondent as much as 76,9% not yet involved in planning, in organizing as much as 60,8% said that nothing specificity to organizing in the restocking program, so that in actuating program 80,8% is not involved, however 30% respondent involve to control the program because their job are to secure Rawa Pening resource. The restocking program is not quite success because community participation in each stage of management is low. Key words: Rawa Pening, restocking, community participation, function of management
