ANALISIS DAMPAK PEMBERIAN FASILITAS KITE (KEMUDAHAN IMPOR TUJUAN EKSPOR) TERHADAP VOLUME IMPOR BAHAN BAKU INDUSTRI GARMENT DAN TEKSTIL DI JAWA TENGAH

Abstract

For developing country like Indonesia, there are a lot of positive point in doing international commerce, among others by improvement of making efficient use of domestic resources which is owned by agriculture commodity and rae material, which manifested in export and import form. One of government efforts to motivate the international commerce increase, is giving the Import Ease to Export Facitity (KITE) for enterprises who doing raw material import which used to produce commodity for export purpose by means of DJBC institution. The aim of this research is to analyze the effect of raw material import price (whether domestic price or abroad price), the effect of export volume and the effect of giving the Import Ease Facility to raw material import volume for garment andtextile industry in Central java, with the panel data which formed by combining the time series data (2004 until 2006) and cross section data ( 16 garment dan textile enterprises). The analyses model used is LSDV (Least Squares Dummy Variable) regression model. The simultaneous result showed that, at the same time, all of the independent variables (domestic price, abroad price, export volume and facility value/KITE facility with dummy variable in 2005 and 2006) give the significant influences to raw material import value for garment and textile industry in Central java. But partially (individually), the material import price (domestic price and abroad price) give insignificant influence and negative coefficient value to raw material impor volume, so if there was a price increase would cause import volume decrease. Whereas, if the export volume and the KITE facility give the significant and positive influence, it means that, if there wasan increase in export volume or KITE facility value, would cause raw material import volume increase. The conclusion of this research showed that the KITE facility gift apparently give the positive influence to raw material import volume for garment and textile industry in Central Java. The increase presence in the amount of 1% would motivated the increase of import volume in the amount of 0,6192%, while the export volume increase would motivated the increase of import volume in the amount of 0,4315%. The KITE facility gift hoped, that it could motivate the increase of raw material import activity for garment and textile industry, so the purpose of the facility gift would achieve and it would motivate the increase of export. Finally, the supervision wasvery important, considering increasingly the infraction that happened in customs office sector like smuggling and fictive export, which cause inflicted a loss upon the country. Bagi negara berkembang seperti Indonesia, melakukan perdagangan internasional membawa keuntungan positif antara lain meningkatnya pendayagunaan sumber daya domestik yang dimiliki terutama untuk komoditi pertanian dan bahan mentah yang dimanifestasikan dalam bentuk kegiatan ekspor impor. Salah satu upaya untuk mendorong peningkatan perdagangan internasional tersebut, pemerintah melalui institusi DJBC memberikan Fasilitas Kemudahan Impor Tujuan Eskpor (KITE) kepada perusahaan yang melakukan impor bahan baku yang digunakan memproduksi barang untuk tujuan ekspor. Penelitian ini dilakukan dengan tujuan untuk menganalisis dampak/ pengaruh harga bahan baku impor (harga dalam negeri dan harga luar negeri), pengaruh volume ekspor dan pengaruh pemberian fasilitas kemudahan impor terhadap volume impor bahan baku untuk industri garment dan tekstil di Jawa Tengah, dengan data panel yang merupakan gabungan data time series (tahun 2004 s/d 2006) dan data cross section (16 perusahaan garment dan tekstil). Model analisis yang yang digunakan adalah model regresi LSDV (Least Squares Dummy Variable). Hasil estimasi secara simultan menunjukkan bahwa secara bersama-sama semua variabel bebas (harga dalam negeri, harga luar negeri, volume ekspor dan nilai fasilitas serta variabel dummy tahun 2005 dan 2006) memberikan pengaruh yang signifikan terhadap volume impor bahan baku untuk industri garment dan tekstil di Jawa Tengah. Namun secara parsial (individual), harga bahan impor (harga dalam negeri dan harga luar negeri) memberikan pengaruh yang tidak signifikan dan nilai koefisien yang negatif terhadap volume impor bahan baku sehingga apabila terjadi kenaikan harga mengakibatkan penurunan volume impor. Sedangkan volume ekspor dan fasilitas KITE memberikan pengaruh yang signifikan dan positif, berarti apabila terjadi kenaikan volume ekspor atau kenaikan nilai fasilitas akan mengakibatkan kenaikan pada volume impor bahan baku. Hasil penelitian menyimpulkan bahwa pemberian fasilitas KITE ternyata memberikan pengaruh yang positif terhadap volume impor bahan baku untuk industri garment dan tekstil di Jawa Tengah. Adanya kenaikan nilai fasilitas sebesar 1% akan mendorong kenaikan volume impor sebesar 0,6192%. Sedangkan untuk kenaikan volume ekspor sebesar 1% akan mendorong kenaikan volume impor sebesar 0,4315%. Pemberian Fasilitas KITE diharapkan mampu mendorong peningkatan kegiatan impor bahan baku industri garment dan tekstil sehingga tujuan diberikan fasilitas ini dapat tercapai yaitu mendorong peningkatan ekspor. Pengawasan sangat penting dalam hal ini mengingat semakin maraknya pelanggaran yang terjadi di bidang kepabeanan seperti tindakan penyelundupan dan ekspor fiktif, yang dapat mengakibatkan kerugian negara.
