EVALUASI LOKASI LAHAN INDUSTRI DI KOTA KRAGILAN KABUPATEN SERANG

Abstract

As a sub-district center and administratively is a part of the area of the Serang Regency, the town of Kragilan is directed as a industrial are development. The industrial activities in those cities make a good impact for the city growth of Kragilan. The impact on the community social culture and the settlement environment is the working field which the people who used to work in agriculture field, begin to work in industrial field. The physical impact is the reduction of the air quality and water quality. The positive impacts are widening the working field, income growth of the Kragilan community. Otherwise, the negative impact should be anticipated especially the negative impact on the natural resources, physical impact like the reduction of air and water quality to create a sustainable development. The goal of this research is evaluating the industrial area in Kragilan city, in which the first aim is analyzing the variables of industrial area impact. Analysis is done descriptively on the variables which have impact on the chosen industrial area, for example the variable of the location feasibility of industrial area by using topography and soil condition parameter, the variable of land value, accessibility and analyzing the land use policy. Due to those analyses, the next step is evaluating the feasibility of the industrial area location. From the study of the evaluation of Industrial area location of Kragilan City and the impact of all the variables, conclused that the Kragilan city is feasible, to be directed as the industrial area because the location is too close to the community settlement and the area is too small and hard to develop the new area for the future. It’s important to reduce the expansion and need a sustainable study of Industrial estate for the future. Kota Kragilan sebagai kota kecamatan, secara administratif merupakan bagian dari Pemerintahan Kabupaten Serang. Dalam kebijakan tata ruang Kabupa- ten Serang, bersama Kota Cikande, Kota Kragilan ditetapkan sebagai pusat per- tumbuhan industri di wilayah Serang Timur. Penetapan Kota Kragilan sebagai kota industri tentu saja membawa berbagai dampak atau pengaruh positif maupun negatif yang signifikan terhadap pertumbuhan kota Kragilan. Dampak tersebut antara lain berkaitan dengan sosial budaya masyarakat dan lingkungan fisik. Dam-pak sosial budaya masyarakat, sebagai contoh dapat kita lihat melalui pergeseran kegiatan mencari nafkah, sebagian besar masyarakat yang biasanya bekerja di sektor pertanian beralih ke sektor industri. Kondisi seperti ini dapat dimaknai sebagai dampak positif. Keberadaan lokasi industri berpengaruh terhadap penye-rapan tenaga kerja dan peningkatan pendapatan masyarakat. Dampak negatif pe-netapan Kragilan sebagai kota industri terlihat dari perubahan lingkungan fisik seperti menurunnya kualitas udara dan kualitas air sumur dan air sungai. Dampak negatif seperti ini sangat perlu diantisipasi dan dicegah, demi terciptanya suatu pembangunan yang berkelanjutan. Penelitian ini bertujuan untuk mengevaluasi kesesuaian dan kelayakan lokasi industri di Kota Kragilan, dengan sasaran utama menganalisis variabel-variabel yang mempengaruhinya. Analisis dilakukan secara deskriptif terhadap variabel yang mempengaruhi pemilihan lokasi lahan industri, yang meliputi: variabel kesesuaian lahan untuk industri dilihat dari topografi dan jenis tanahnya: analisis nilai lahan; analisis aksesibilitas dan prasarana; serta analisis kebijakan penggunaan lahan (peruntukan lahan industri). Selanjutnya, berdasarkan analisis terhadap faktor-faktor tersebut dilakukan evaluasi mengenai kesesuaian atau kela- yakan lokasi Kota Kragilan sebagai lahan industri. Dari kajian evaluasi lokasi lahan industri di Kota Kragilan dan variabel-variabel yang mempengaruhinya dapat disimpulkan bahwa Kota Kragilan cukup layak sebagai lokasi industri, namun karena lokasi industri berdekatan dengan permukiman, dan terbatasnya lahan untuk pengembangan, direkomendasikan perlunya suatu pembatasan lokasi baru, dan perlunya studi lebih lanjut mengenai kawasan industri terpadu (industrial estate).
