STUDI KEBUTUHAN SEKOLAH MENENGAH DI KECAMATAN KERTEK KABUPATEN WONOSOBO

Abstract

Salah satu tujuan pembangunan pendidikan nasional seperti yang tertera dalam rencana strategis dinas pendidikan nasional adalah meningkatkan pemerataan kesempatan belajar pada semua jalur, jenis, dan jenjang pendidikan. Kecamatan Kertek Kabupaten Wonosobo dengan jumlah penduduk sebesar 77.509 jiwa dan penduduk usia sekolah menengah sebanyak 4.719 jiwa serta APK sebesar 9,42 serta APM sebesar 6,83 dengan hanya memiliki satu sekolah menengah yang berdaya tampung 480 siswa kebutuhan akan sekolah menengah dirasa sangat kurang karena belum bisa menjangkau seluruh wilayah Kecamatan Kertek. Maka untuk pemerataan kesempatan belajar pada sekolah menengah perlu dikaji kebutuhan sekolah menengah di Kecamatan Kertek Kabupaten Wonosobo. Tujuan dari studi ini adalah untuk mengkaji kebutuhan sekolah menengah di Kecamatan Kertek Kabupaten Wonosobo berupa banyaknya sekolah menengah yang dibutuhkan, jenis sekolah yang ditentukan serta penempatan lokasi sekolah menengah. Sasaran studi ini adalah teridentifikasinya kondisi sekolah menengah yang ada, teridentifikasinya minat lulusan SLTP yang akan melanjutkan ke jenjang sekolah menengah, teridentifikasinya jumlah kebutuhan sekolah menengah, teridentifikasinya jenis sekolah menengah dan ditentukannya lokasi sekolah menengah. Di dalam studi ini digunakan pendekatan campuran yaitu kualitatif dan kuantitatif. Data yang dibutuhkan adalah data primer berupa minat siswa untuk melanjutkan ke sekolah menengah yang didapat dengan kuesioner. Sampel yang digunakan adalah simple random sampling sebanyak 260 responden yang dibagi berdasarkan prosentase dari siswa SLTP se Kecamatan Kertek Kabupaten Wonosobo tahun 2009. Sedangkan data sekunder diperoleh dari kabupaten dalam angka, kecamatan dalam angka serta profil pendidikan. Berdasarkan data primer dan data sekunder diketahui ketersediaan ruang kelas di SMA Negeri I Kertek sebanyak 15 ruang kelas dengan daya tampung sebanyak 480 siswa dan jangkauan layanan sampai sejauh 21 km. Dengan pemecahan penduduk lima tahunan ditemukan bahwa penduduk usia sekolah menengah sebanyak 4.719 jiwa , dari hasil ini proyeksi siswa berdasarkan rata rata APK kabupaten sebanyak 1.545 siswa. Berdasarkan perhitungan proyeksi kebutuhan ruang kelas masih dibutuhkan lagi tambahan 30 ruang kelas baru. Sedangkan dari minat masyarakat diperoleh data 65% siswa dan 64% orang tua memilih sekolah menengah kejuruan untuk kelanjutan pendidikannya. Sebanyak 71% masyarakat setuju untuk dibangun sekolah menengah kejuruan. Dari minat masyarakat dan kebijakan pemerintah maka di Kecamatan Kertek perlu dibangun sekolah menengah kejuruan. Arahan lokasi sekolah menengah yang disarankan berdasarkan analisis adalah di Desa Candimulyo dan Desa Candiyasan One purpose of national educational development like on the strategic planing of national educational institusion is to increase the distribution of study opportunity at all program, kinds and educational level. Kertek sub district, Wonosobo Regency have total cityzen as 77.509 person and for high school age as 4.170 person, APK as 9,42 and APM as 6,83 it is only have one high school building can receive 480 studen only. So the need of high school is luck because not reach to all Kertek sub district region yet. So to distribution the study opportunity athigh school student need explored about school necessity at Kertek Subdistrict Wonosobo Regency. The purpose of this study is explore the high school necessity at Kertek Subdistrict Wonosobo Regency, it is about the total of high school building which is needed, the kind of shool which is determined and also the placement of high school location. The object of this study is identify the high school condition have built, to identify the planing program of yunior high school graduation who want to continue to senior high school, to identify the total of senior high school necessity, to identify the kind of senior high school and determine the senior high school location. In this study using qualitative and quantitative approach. The data is primary data as planing program of the student to be continue to senior high school which is gotten by questioner. The sample used is simple random sampling as 260 sample which is devided base on percentage from yunior high school student at Kertek Subdistrict Wonosobo Regency on 2009. While secondary data is gotten from regency as numeric data and from subdistrict as numeric data also educational profile. Base on primary and secondary data known that class room at state senior high school I Kertek as 15 class room with receive as 480 student and can give service until 21 km. From the data every five year found that senior high school citizen age as 4.719 person, from this result the student projection base on average regency APK as 1.545 student. Based on projection class room needs still need the add 30 new class room. While from program society gotten the data about 65% student and 64% parents choice the private high school for their continued educational. As 715 society agree to built private senior high school. From society interest and goverment policy so at Kertek Subdistrict need built private high school. The location of high school base on analize at Candimlyo village and Candiyasan Village.
