Abstract

Dr. H. Soewondo Public Hospital belongs to the local government of Kendal District in which the hospital manages a budget by its self and calculation of health services tariff is based on unit cost. Budget of income and expenditure of the hospital is from income of the hospital based on the Local Government Regulation No. 24 Year 2001 about Retribution of Health Services and the Regent’s Decree of Kendal District No. 14 Year 2002 about Retribution of Health Services in Main Class A/B and Class I at Dr. H. Soewondo Public Hospital of Kendal District. Incentive for Nurses is regulated in Director’s Decree of the Hospital No. 900/0997/RSUD/2005 on October 18th, 2005. The problem is unbalanced incentive for nurse services. This was descriptive research using qualitative method through performing in-depth interview, bench mark, and Focus Group Discussion (FGD) to describe the factors influenced to determination of nurse’ s services incentive. Result of this research shows that there is any unbalanced incentive for nurses due to unfairness. Therefore, it needs to improve distribution of nurse’s services incentive at the hospital. As a suggestion, there needs to reevaluate the Local Government Regulation No. 24 Year 2001 about Retribution of Health Services, the Regent’s Decree of Kendal District No. 14 Year 2002 about Retribution of Health Services in Main Class A/B and Class I at Dr. H. Soewondo Public Hospital of Kendal District, and the Director’s Decree of the Hospital No. 900/0997/RSUD/2005 on October 18th, 2005. RSUD Dr. H. Soewondo Kendal adalah Rumah Sakit Umum Daerah milik Pemerintah Kabupaten Kendal merupakan unit swadana daerah yang perhitungan tarif pelayanan kesehatan berdasarkan Unit Cost. Anggaran Pendapatan dan Belanja Rumah Sakit berasal dari penerimaan rumah sakit berdasarkan Peraturan Daerah Nomor 24 Tahun 2001 tentang Retribusi Pelayanan Kesehatan dan Keputusan Bupati Kendal Nomor 14 Tahun 2002 tentang Retribusi Pelayanan Kesehatan Kelas Utama A/B dan Kelas I di RSUD Dr. H. Soewondo Kendal. Insentif tenaga perawat diatur dalam Surat Keputusan Direktur RSUD Dr. H. Soewondo Kendal Nomor : 900/0997/RSUD/2005 tanggal 18 Oktober 2005. Timbul masalah tidak seimbangnya insentif pelayanan tenaga perawat. Penelitian ini adalah deskriptif dengan pendekatan studi kualitatif melalui wawancara mendalam, bench mark, dan focus group discussions (FGD) untuk memberikan gambaran tentang faktor-faktor yang berpengaruh dalam penetapan insentif pelayanan tenaga perawat. Hasil penelitian menunjukkan tidak seimbangnya besaran penerimaan insentif tenaga perawat yang kurang berazas keadilan sehingga perlu dilakukan perbaikan pada distribusi insentif pelayanan tenaga perawat di RSUD Dr. H. Soewondo Kendal. Penelitian ini menyarankan meninjau kembali Peraturan Daerah Nomor 24 Tahun 2001 tentang Retribusi Pelayanan Kesehatan dan Keputusan Bupati Kendal Nomor 14 Tahun 2002 tentang Retribusi Pelayanan Kesehatan Kelas Utama A/B dan Kelas I di RSUD Dr. H. Soewondo Kendal serta Surat Keputusan Direktur RSUD Dr. H. Soewondo Kendal Nomor : 900/0997/RSUD/2005 tanggal 18 Oktober 2005.
