PERSEPSI DAN PARTISIPASI NELAYAN TERHADAP PENGELOLAAN KAWASAN KONSERVASI LAUT KOTA BATAM ( FISHERMANS PERCEPTION AND PARTICIPATION IN THE MANAGEMENT OF MARINE CONSERVATION AREA OF BATAM CITY.)

Abstract

The improvement of public awareness and the community involvement on the management of Marine Conservation Area in Batam City requires to convince the community about the advantages of that preservation area. Therefore, public contribution should be involved in identifying, designing and executing various possibilities of advantages that maybe obtained from the efforts of conservation area preservation. This under lied by the thought of that success of the effort of the management marine conservation area does not only depend on the government, however, it also depends on how far the surrounding community was involved in those activities. Therefore, a research about the perception and participation on the community in the execution of the management regional marine conservation area should be conducted. The objective of the research was to study and find out the relation of perception, public participation and government’s role in the management of the regional marine conservation area. The methodology research was a survey with emphasis on the perceptional variable, public participation and government’s role and a regression test is conducted upon the relation among those three variables. The research results, was found that government’s role has great contributions on the management of the regional marine conservation area because able to convert public perception about the important meaning of the collective management of the regional marine conservation area in Batam City, with r2 value of 0.99. This influence also relates directly to public participation with r2 value of 0.98 : besides that, the government’s role in its activities involving society was able to give motivation, thus, it encourages public participation in the management of the regional marine conservation area. Peningkatan kesadaran dan keterlibatan masyarakat dalam pengelolaan Kawasan Konservasi Laut Daerah Kota Batam ditujukan untuk meyakinkan masyarakat akan manfaat perlindungan kawasan tersebut. Karenanya peran serta masyarakat harus dilibatkan pada identifikasi, perancangan dan pelaksanaan berbagai kemungkinan manfaat yang dapat diperoleh dari usaha perlindungan kawasan konservasi. Hal ini dilandasi oleh pemikiran bahwa keberhasilan upaya pengelolaan kawasan konservasi laut tidak hanya tergantung pada pemerintah saja, tetapi sejauh mana masyarakat sekitar terlibat dalam kegiatan tersebut. Oleh karena itu, perlu dilakukan penelitian tentang persepsi dan partisipasi masyarakat dalam pelaksanaan pengelolaan kawasan konservasi laut daerah. Tujuan Penelitian Mengkaji hubungan persepsi, partisipasi masyarakat dan peran Pemerintah dalam pengelolaan Kawasan Konservasi Laut Daerah (KKLD). Metode penelitian adalah survei dengan penekanan pada variabel persepsi, partisipasi masyarakat dan peran Pemerintah, hubungan antara ketiga variabel dilakukan uji regresi. Hasil penelitian, peran Pemerintah mempunyai andil yang besar dalam pengelolaan KKLD, karena mampu mengubah persepsi masyarakat tentang arti pentingnya pengelolaan bersama KKLD di Kota Batam, dengan nilai r2 0,99. pengaruh ini juga secara langsung berhubungan dengan partisipasi masyarakat dengan nilai r2 0,98, disamping itu peran Pemerintah dalam kegiatannya yang melibatkan masyarakat mampu memberikan motivasi sehingga mendorong partisipasi masyarakat dalam pengelolaan KKLD.
